The Committee's report notes the contradictory views held about Gypsies and Travellers, and the public opposition to their encampment in local areas for fear, whether real or not, of crime and anti-social behaviour. In light of this, the report seeks to assess the extent of problems faced both by Gypsies and Travellers and the settled community, and suggests ways to reduce the conflict, misery and nuisance being caused. Recommendations made include, due to the lack of sites available, that the Government should re-introduce a statutory requirement for local authorities to provide suitable accommodation, based on an assessment of need at regional level, and funded through a capital grant.

The issue of multiculturalism is not one which is particularly new to Irish society as a number of contributors to this volume point out. What is new however is an increased acknowledgement of diversity and multiculturalism in Ireland and Europe as a whole. Such an acknowledgement makes increased dialogue between “mainstream” society, older minorities such as the Irish Travellers and the many newer immigrant communities such as the Roma all the more necessary. For such constructive dialogue to take place it is vital that the voices of Travellers and Roma are listened to and that their distinctive worldview be given due acknowledgement and respect. It is hoped that this volume will go some way towards the development of such a process.

Book excerpt: The history of written Romani literature is only about 100 years old, and thus Romani literatures are still being defined and consolidated. At least two special features characterize this young literature: on the one hand, it is a multilingual diasporic world literature that often can be characterized as engaged literature and tries to deconstruct various age-old stereotypes of the minority. On the other hand, female authors play a strikingly prominent role. Female authors frequently achieve visibility with their texts on the national book markets. Some authors appear in their own texts as committed feminists and/or human rights activists. For other authors, sexuality and gender play a less prominent role in their works. Additionally, women often also play very central roles in texts by male authors. Therefore, this volume aims to explore the different facets of Romani literatures on two interrelated axes. First, the essays explore the status of several diverse works as transnational world literature. Second, the contributions examine the significance of writing as a form of social engagement and self-empowerment. What emerges is the observation that mainly women authors have been speaking out and standing up for their rights as women and Romnya. Domestic legislation protects many of the economic, social and cultural rights, with the Covenant itself having little impact in UK domestic law. The Committee believes that there is scope for incorporating further protection of rights in the UK, by enshrining some of the guarantees contained in the Covenant. Further, that for the Covenant rights to be effective, they should be part of a framework for government policy development, and that Government along with the Commission for Equality and Human Rights should develop ways of measuring the progress of these rights. The Committee also recommends, that explanatory notes to Bills, should include discussion of the Bills compatibility with Covenant rights, which is a way of enhancing the scrutiny of proposed Government legislation. Furthermore, the Committee recommends the introduction of an Equality Bill, to address the concerns of discrimination faced by ethnic minorities and persons with disabilities in employment, housing and education.
