Book excerpt: While the individual elements of the propaganda system (or filters) identified by the Propaganda Model (PM) – ownership, advertising, sources, flak and anti-communism – have previously been the focus of much scholarly attention, their systematisation in a model, empirical corroboration and historicisation have made the PM a useful tool for media analysis across cultural and geographical boundaries. Despite the wealth of scholarly research Herman and Chomsky’s work has set into motion over the past decades, the PM has been subjected to marginalisation, poorly informed critiques and misrepresentations. Interestingly, while the PM enables researchers to form discerning predictions as regards corporate media performance, Herman and Chomsky had further predicted that the PM itself would meet with such marginalisation and contempt. In current theoretical and empirical studies of mass media performance, uses of the PM continue, nonetheless, to yield important insights into the workings of political and economic power in society, due in large measure to the model’s considerable explanatory power.

This book deals with the history of the propaganda troops of the Wehrmacht, created shortly before WWII as a result of lessons learned concerning the importance of psychological warfare during WWI. This unique branch of service proved to be indispensable to the German propaganda effort during WWII. The products of its Propaganda Companies - better known as «PK», a term that became synonymous with high-quality war reporting in Germany - formed a crucial and popular part of wartime propaganda. The military propaganda organization worked closely with Goebbels's Propaganda Ministry and their cooperation contributed to the success of this young service. The veterans of the propaganda troops and their wartime and postwar products continued to influence the image of the Wehrmacht and WWII long after the war.

Even so, many of us believe that propaganda and manipulation aren't problems for us—not in the way they were for the totalitarian societies of the mid-twentieth century. In How Propaganda Works, Jason Stanley demonstrates that more attention needs to be paid. He examines how propaganda operates subtly, how it undermines democracy—particularly the ideals of democratic deliberation and equality—and how it has damaged democracies of the past. This book is an attempt to answer these questions. On the one hand, this book explores key elements of conceptualization and theoretical framing of the phenomena associated with the institutionalization of indoctrination. New potential venues of theoretical elaboration are identified, and in several cases, these venues are tentatively engaged. On the other hand, this book balances the exploratory theoretical approach with an exploratory historical investigation. Concentrating on the case study of Communist Romania, this book charts various facets of the institutionalization of the “political-ideological commissars” in the education system, while tracking their evolution. The two dimensions of the book offer, in conjunction, a contribution to our understanding of the institutional arrangements of indoctrination and their associated social monitoring and control practices, as well as to our awareness regarding their avatars, as manifested in recent history.

Book excerpt: Using a unique interdisciplinary, cultural-institutional analysis, Politics of Control is the first comprehensive study of how, in the early decades of the People’s Republic of China, the Chinese Communist Party reshaped people’s minds using multiple methods of control. With newly available archival material, internal circulars, memoirs, interviews, and site visits, the book explores the fascinating world of mass media, book publishing, education, religion, parks, museums, and architecture during the formative years of the republic. When the Communists assumed power in 1949, they projected themselves as not only military victors but also as peace restorers and cultural protectors. Believing that they needed to manage culture in every arena, they created an interlocking system of agencies and regulations that was supervised at the center. Documents show, however, that there was internal conflict. Censors, introduced early at the Beijing Daily, operated under the “twofold leadership” of municipal-level editors but with final authorization from the Communist Party Propaganda Department. Politics of Control looks behind the office doors, where the ideological split between Party chairman Mao Zedong and head of state Liu Shaoqi made pragmatic editors bite their pencil erasers and hope for the best. Book publishing followed a similar multi-tier system, preventing undesirable texts from getting into the hands of the public. In addition to designing a plan to nurture a new generation of Chinese revolutionaries, the party-state developed community centers that served as cultural propaganda stations. New urban parks were used to stage political rallies for major campaigns and public trials where threatening sects could be attacked. A fascinating part of the story is the way in which architecture and museums were used to promote ethnic unity under the Chinese party-state umbrella. Besides revealing how interlocking systems resulted in a pervasive method of control, Politics of Control also examines how this system was influenced by the Soviet Union and how, nevertheless, Chinese nationalism always took precedence. Chang-tai Hung convincingly argues that the PRC’s formative period defined the nature of the Communist regime and its future development. The methods of cultural control have changed over time, but many continue to have relevance today.

Throughout most of this period, the Italian Communist Party (PCI) remained a powerful force in local government and civil society. However, as Stephen Gundle observes, the PCI was increasingly faced with challenges posed by modernization, particularly by mass communication, commercial cultural industries, and consumerism. Between Hollywood and Moscow is an analysis of the PCI’s attempts to cope with these problems in an effort to maintain its organization and subculture. Gundle focuses on the theme of cultural policy, examining how the PCI’s political strategies incorporated cultural policies and activities that were intended to respond to the Americanization of daily life in Italy. In formulating this policy, Gundle contends, the Italian Communists were torn between loyalty to the alternative values generated by the Communist tradition and adaptation to the dominant influences of Italian modernization. This equilibrium eventually faltered because the attractive aspects of Americanization and pop culture proved more influential than the PCI’s intellectual and political traditions. The first analysis in English of the cultural policies and activities of the PCI, this book will appeal to readers with an interest in modern Italy, the European left, political science, and media studies.
