Book The Privatization of Public Utilities

Download or read book The Privatization of Public Utilities written by Mario Baldassarri and published by Springer. This book was released on 2016-07-27 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: The privatization of public utilities raises several complex issues. The privatization decision involves not only the transfer of ownership from the public to the private sector, and thus the design of appropriate selling procedures (with regard to valuation of assets, flotation of shares, etc), but also, and most importantly, it appears to require the adjustment of significant features of the industrial organization and the regulatory framework. This volume focuses on the two related questions of why and how to proceed to privatization.

Book The Challenges of Privatization

Download or read book The Challenges of Privatization written by Bernardo Bortolotti and published by Oxford University Press, USA. This book was released on 2004-03-11 with total page 171 pages. Available in PDF, EPUB and Kindle. Book excerpt: From 1997 to 2001, more than 4,000 privatization operations have been carried out in more than 100 countries, bringing in government revenues of over 1,362 billion dollars. The phenomenon, which grew exponentially at the end of the 1990s and then abruptly slowed down, had dramatic consequences on the performance of state-owned enterprises and a significant impact on industrialized countries, as well as emerging and less developed economies. Yet there have been surprisingly fewattempts to provide a systematic empirical account of the privatization process at the worldwide level. Why do governments privatize? Why do some countries accomplish large-scale privatization programmes, and others never privatize at all? Is privatization a trend or a cycle? Furthermore, how do governments privatize? Do governments really transfer ownership and control of state-owned enterprises or does private ownership tend to coexist with public control? This book provides some answers to these important questions trying to test research hypotheses set forth by the recent economic theory of privatization.Comprehensive cross-country empirical analyses carried out over a period of more than twenty years are used in the book to show that privatization has taken place all over the world, sometimes spontaneously, more often under the pressure of economic and budgetary constraints. Several of the goals of the privatization have been met, but despite proclamations and programmes, only a small minority of countries has carried out a genuine privatization process, completely transferring ownership ofstate-owned enterprises to the private sector. A lack of political will is to some extent at the root of this reluctance. However this reluctance can be traced back partly to structural factors that would make an orderly privatization difficult, such as the absence of developed capital markets, appropriate regulation, and suitable institutions.

Book The Impact of Private Sector Participation in Infrastructure

Download or read book The Impact of Private Sector Participation in Infrastructure written by Luis A. Andres and published by World Bank Publications. This book was released on 2008-07-25 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: Infrastructure plays a key role in fostering growth and productivity and has been linked to improved earnings, health, and education levels for the poor. Yet Latin America and the Caribbean are currently faced with a dangerous combination of relatively low public and private infrastructure investment. Those investment levels must increase, and it can be done. If Latin American and Caribbean governments are to increase infrastructure investment in politically feasible ways, it is critical that they learn from experience and have an accurate idea of future impacts. This book contributes to this aim by producing what is arguably the most comprehensive privatization impact analysis in the region to date, drawing on an extremely comprehensive dataset.

This book was released on 1997-03-06 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: Growth in the services sector has far outpaced the knowledge available to global managers and government officials. Forced to constantly redefine their roles in the face of massive technological changes and a myriad of regional and worldwide trade agreements, these leaders require up-to-date research and analysis in order to make effective decisions and to remain competitive. This book examines the globalization of the service industry and the radical alteration that this has caused to the role of government. It will be helpful to managers in service industries who wish to learn more about changes in the environment in which they operate, and it also is essential reading for government officials who deal with the services sector. Written by some of the most knowledgeable experts in the field, the book surveys the structure and evolution of several industries and evaluates the different governmental roles that each has necessitated. Contributors include: William Ascher, Jack Behrman, Peter Daniels, Karin Fladmoe-Lindquist, Helge Hveem, Frances Katrishen, Lilach Nachum, Aurelio Parisotto, Ravi Ramamurti, Nicos Scordis, Knud Erik Skouby, and Yair Aharoni

Book World Development Report 1994

Download or read book World Development Report 1994 written by and published by World Bank Publications. This book was released on 1994 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.
