The first three essays examine reforms that have improved prospects for economic growth and poverty alleviation in Bihar; improved the functioning of public sector enterprises and the power sector, and initiated improvements in education in West Bengal; and the efficient delivery of economic services in Gujarat in order to pursue a high-growth agenda. The next two essays focus on regulation in infrastructure as well as the delivery of urban services. The question of balancing greater autonomy with accountability to improve public service delivery through the use of executive agencies is also analysed. The final essay discusses how India might absorb lessons for the effective implementation of the Right to Information Act (2005) from countries such as Mexico, South Africa, and Canada. The volume shows how reform is an ongoing process that depends critically on contextual factors. These include the history of reform ideas, the capacity of the state to execute reform, and the nature of the state itself and its relationships with key actors, such as the private sector and unions.

In response to these concerns, social scientists have focused consider able attention on the causes and consequences of centralization and de centralization in political, economic, and social organizations. Their analyses of centralization have been varied, ranging from systems that are quite small (e. g. , the family, the firm, and the community) to those sys tems that are very large (e . g. , the welfare state). While centralization is a concept of major concern in most of the social science disciplines, each discipline has tended to focus on centralization with a different set of interests. Economists have been very much concerned with the causes and the consequences of the concentration of economic resources. Polit ical scientists have long sought to understand the origins and conse quences of dictatorship and democracy. Sociologists have focused on inequalities in the distribution of power.

The report examines the current practices in outsourcing, what decisions are involved in deciding when to outsource, procuring and administering outsourced services, what are the most commonly outsourced activities, and determining the effectiveness of outsourcing. This report is an update of NCHRP Synthesis 246: Outsourcing of State Highway Facilities and Services, which provided a comprehensive look at the status of outsourcing as it existed in 1997, and the data compiled for this synthesis are compared with the data of the earlier synthesis, where appropriate. The information for this effort was derived in part from a survey questionnaire distributed to all 50 states and the District of Columbia. Replies to the survey came from 38 states and the District of Columbia. Information was also derived from a review of the relevant literature, which focused primarily on the engineering and design elements outsourced by state DOTs.
