Book excerpt: Excerpt from The Present State and Condition of the Free People of Color, of the City of Philadelphia: And Adjoining Districts, as Exhibited by the Report of Committee of Thepennsylvania Society for Promoting the Abolition of Slavery, &C As the agents were confined in their visits to the houses of the colored population, the above number of individuals is in dependent of those who may be at service in white families, which may account, to those who refer to the census of 1830, for an apparent decrease; that census allotting to those dis tricts colored persons. The Committee, feeling some anxiety to test the accuracy of the numbers reported by the agents, resorted to the following reasoning and calculations on the subject, which to them appear satisfactory and conclusive. Hythe United States census of1820, it is stated, that there were in the city and liberties of Philadelphia colored per sons, of whom were then ascertained (by an active member of this Society, since deceased) to be inmates of colored families, and residing in other families. The increase of colored persons in this city and districts, between 1820 and 1830, was, according to the last census, about 37 per cent.; at the same ratio, the increase since 1830, for the eight years, would be about 30 per cent., making a total aug mentation at the present time of 67 per cent., which will give the total number of persons in colored families being but 823 persons less than that ascertained by the agents - a diflerence so small, under the circumstances, as to afford to the Committee strong evidence of the accuracy of their report. Du Bois gathered information for the study in the period between August 1896 and December 1897. Du Bois's Philadelphia research was pivotal in his reformulation of the concept of race. He deduced that, "the Negro problem looked at in one way is but the old world questions of ignorance, poverty, crime, and the dislike of the stranger." Interpreting citizenship, particularly how citizenship intersects with race and gender, is fundamental to understanding the era and directly challenges the idea of Jacksonian Democracy. Susan J. Stanfield uses an analysis of novels, domestic advice, essays, and poetry, as well as more traditional archival sources, to provide an understanding of both the prescriptions for womanhood espoused in print culture and how those prescriptions were interpreted in everyday life. While much has been written about the cultural marker of true womanhood as a gender ideology of white middle-class women, Stanfield reveals how it served an even more significant purpose by defining racial difference and attaching civic purpose to the daily practices of women. Black and white women were actively engaged in redefining citizenship in ways that did not necessarily call for suffrage rights but did claim a relationship to the state. The prominence of true womanhood relied upon a female-focused print culture. The act of publication gave power to the ideology and allowed for a shared identity among white middle-class women and those who sought to emulate them. Stanfield argues that this domestic literature created a national code for womanhood that was racially constructed and infused with civic purpose. By defining women’s household practices as an obligation not only to their husbands but also to the state, women could reimagine themselves as citizens. Through print sources, women publicized their performance of these defined obligations and laid claim to citizenship on their own behalf.
