Two types of energy index are specified: (1) a"Btu index" which aggregates all fuel types on the basis of their heat orenergy contents; and (2) a "Division quantity index" which weighs the contribution of each fuel type by its share of total energy expenditures. Results are compared with other types of industrial energy demand and withresults from an Energy, Mines and Resources Canada study and those from theCanadian Industry Program for Energy Conservation. We are increasingly aware that the world is linked through economy–energy–environment interactions. We are increasingly aware, at the same time, that the emergence of the global community does not imply an integrated harmonious world; rather, it is a community where co- tries/regions of different interests and values face each other directly. Global governance has to be achieved through actions of national governments under different motives and constraints. We need to have an analytical tool that is capable of producing a global picture, yet with detailed country resolution. If the world is a better place now compared to 100 years ago in terms of p- capita income, this is due to the industrialization that continued throughout the 20th century. We entered the 21st century knowing that the human aspiration that translates into ever-increasing production may not be tenable in the long run. Sustainability of the global community is at stake. In contrast to inc- mental decision making through the market mechanism that should lead to some optimal state under some assumptions such as perfect knowledge, smooth movement of resources, no externalities, and so forth, we need to have an a- lytical tool to provide us with details of the future state of the world.

One way to study the energy problem is to resolve it into four areas; energy demand, energy sources, transportation of energy from sources to demand centers, and the optimal allocation of energy forms to demands. Each of these areas is extremely complex by itself. When efforts are made to tie them together, for example, to produce a National Policy, the complexities are compounded. Another way to study the energy problem, because of its political and so cial consequences, is to resolve it into geographical areas. Individual prov inces of Canada or states of the United States will have their concerns about energy within their geographical boundaries. As producer, consumer, or both, each wants to ensure an energy development program which will work to the maximum benefit of its citizens. Similarly, countries endeavor to pro tect their citizens and undertake energy policies that will assure either a con tinuation of the existing quality of life or - particularly in the case of "Third World" countries - a marked improvement in quality of life. These competing and conflicting goals call for a study which encompasses the whole world. Again, complexity is piled upon complexity. If the prob lem is not yet sufficiently complex, there is an equally complex question of the effect of energy production and use on the ecology.

Book excerpt: From the Executive Summary: This report compares the NGV markets in Italy, New Zealand, the United States and Canada with the emphasis on identifying reasons why natural gas is an attractive fuel for vehicles in Italy and New Zealand while apparently much less so in the U.S. and Canada. Identifying the reasons for low NGV penetration in Canada suggests means by which NGV can be made more competitive with conventional sources of transportation energy. The research has indicated that serious obstacles have so far prevented NGV from becoming the fuel of choice for many potential vehicle convertors. These include: - fuel price differential uncertainty, - high vehicle conversion costs, - high compression equipment costs, - tough competition from propane, - a demonstrated lack of government vehicle conversion commitment, - a low-key marketing effort, - certain institutional barriers to NGV use, and lack of technological developments.
