Book excerpt: During the French Revolutionary and Napoleonic Wars, the technology employed by the British navy changed not just the material resources of the British navy but the culture and performance of the royal dockyards. This book examines the role of the Inspector General of Naval Works, an Admiralty office occupied by Samuel Bentham between 1796 and 1807, which initiated a range of changes in dockyard technology by the construction of experimental vessels, the introduction of non-recoil armament, the reconstruction of Portsmouth yard, and the introduction of steam-powered engines to pump water, drive mass-production machinery and reprocess copper sheathing. While primarily about the technology, this book also examines the complementary changes in the industrial culture of the dockyards. For it was that change in culture which permitted the dockyards at the end of the Wars to maintain a fleet of unprecedented size and engage in warfare both with the United States of America and with Napoleonic Europe.

Book excerpt: The first five volumes of the Correspondence of Jeremy Bentham contain over 1,300 letters written both to and from Bentham over a 50-year period, beginning in 1752 (aged three) with his earliest surviving letter to his grandmother, and ending in 1797 with correspondence concerning his attempts to set up a national scheme for the provision of poor relief. Against the background of the debates on the American Revolution of 1776 and the French Revolution of 1789, to which he made significant contributions, Bentham worked first on producing a complete penal code, which involved him in detailed explorations of fundamental legal ideas, and then on his panopticon prison scheme. Despite developing a host of original and ground-breaking ideas, contained in a mass of manuscripts, he published little during these years, and remained, at the close of this period, a relatively obscure individual. Nevertheless, these volumes reveal how the foundations were laid for the remarkable rise of Benthamite utilitarianism in the early nineteenth century. In 1789 Bentham published An Introduction to the Principles of Morals and Legislation, which remains his most famous work, but which had little impact at the time, followed in 1791 by The Panopticon: or, The Inspection-House, in which he proposed the building of a circular penitentiary house. Bentham’s correspondence unfolds against the backdrop of the increasingly violent French Revolution, and shows his initial sympathy for France turning into hostility. On a personal level, in 1791 his brother Samuel returned from Russia, and in 1792 he inherited his father’s house in Queen’s Square Place, Westminster together with a significant property portfolio.

Book excerpt: In the summer of 1773 the 14-year old Horatio Nelson took part in an expedition to the Arctic, which came close to ending his naval career before it had begun. The expedition was to find a navigable northern passage between the Atlantic and Pacific, and was supported by the Royal Society and King George III. Two bomb vessels HMS Racehorse and Carcass were fitted out and strengthened under the command of Captain Hon. Constantine Phipps. It was an extremely cold Arctic summer and the ships became locked in ice far from Spitzbergen and were unable to cut their way out until days later when the wind changed and the ice broke up. The ships were extricated and returned home. On the trip, the young Nelson had command of one of the smaller boats of the ships, a four-oared cutter manned by twelve seamen. In this he helped to save the crew of a boat belonging to the Racehorse from an attack by a herd of enraged walruses. He also had a more famous encounter with a polar bear, while attempting to obtain a bearskin as a present for his father, an exploit that later became part of the Nelson legend. Drawing on the ship's journals and expedition commander Phipps' journal from the National Archives, the book creates a picture of the expedition and life on board. Using the ships' muster books it also details the ship's crews giving the different roles and ranks in the ships. The book is illustrated using some of the ship's drawings and charts and pictures of many objects used on the ship, while a navigational chart of the route taken has been created from the logbooks. The book also looks at the overall concept of naval exploration as set in train by Joseph Banks and the Royal Society. The fact that the expedition failed as a result of poor planning with potentially tragic results demonstrates the difficulties and uncertainties of such an expedition. It also looks at a great naval commander at the earliest stage of his career and considers how the experience might have shaped his later career and attitudes. Other great captains and voyages are discussed alongside Nelson, including Captain Cook and his exploration of the south seas and the later ill-fated northern journeys of Franklin and Shackleton.

Why does technology change over time, how does it change, and what difference does it make? In this sweeping, ambitious look at a thousand years of Western experience, Robert Friedel argues that technological change comes largely through the pursuit of improvement—the deep-rooted belief that things could be done in a better way. What Friedel calls the "culture of improvement" is manifested every day in the ways people carry out their tasks in life—from tilling fields and raising children to waging war. Improvements can be ephemeral or lasting, and one person's improvement may not always be viewed as such by others. Friedel stresses the social processes by which we define what improvements are and decide which improvements will last and which will not. These processes, he emphasizes, have created both winners and losers in history. On account of their size, dockyards add much to our understanding of developing social processes as they pioneered systems of recruitment, training and supervision of large-scale workforces. From 1815-1865 the make-up of those workforces changed with metal working skills replacing wood working skills as dockyards fully harnessed the use of steam and made the conversion from constructing ships of timber to those of iron. The impact on industrial relations and on the environment of the yards was enormous. Concentrating on the yard at Chatham, the book examines how the day-to-day running of a major centre of industrial production changed during this period of transition. The Admiralty decision to build at Chatham the Achilles, the first iron ship to be constructed in a royal dockyard, placed that yard at the forefront of technological change. Had Chatham failed to complete the task satisfactorily, the future of the royal dockyards might have been very different.
