On one side, a union leader and veteran black woman educator drew upon organizing strategies from black and Latinx communities to demand increased school resources. On the other side, the mayor, backed by the Obama administration, argued that only corporate-style education reform could set the struggling school system aright. The stark differences in positions resonated nationally, challenging the long-standing alliance between teachers' unions and the Democratic Party. Elizabeth Todd-Breland recovers the hidden history underlying this battle. She tells the story of black education reformers' community-based strategies to improve education beginning during the 1960s, as support for desegregation transformed into community control, experimental schooling models that pre-dated charter schools, and black teachers' challenges to a newly assertive teachers' union. This book reveals how these strategies collided with the burgeoning neoliberal educational apparatus during the late twentieth century, laying bare ruptures and enduring tensions between the politics of black achievement, urban inequality, and U.S. democracy.

Book excerpt: James Anderson critically reinterprets the history of southern black education from Reconstruction to the Great Depression. By placing black schooling within a political, cultural, and economic context, he offers fresh insights into black commitment to education, the peculiar significance of Tuskegee Institute, and the conflicting goals of various philanthropic groups, among other matters. Initially, ex-slaves attempted to create an educational system that would support and extend their emancipation, but their children were pushed into a system of industrial education that presupposed black political and economic subordination. This conception of education and social order--supported by northern industrial philanthropists, some black educators, and most southern school officials--conflicted with the aspirations of ex-slaves and their descendants, resulting at the turn of the century in a bitter national debate over the purposes of black education. Because blacks lacked economic and political power, white elites were able to control the structure and content of black elementary, secondary, normal, and college education during the first third of the twentieth century. Nonetheless, blacks persisted in their struggle to develop an educational system in accordance with their own needs and desires.

Combining an intellectual history of social policy with a sweeping history of the educational system, Daniel S. Moak looks beyond the rise of neoliberalism to find the origin of today's education woes in Great Society reforms. In the wake of World War II, a coalition of thinkers gained dominance in U.S. policymaking. They identified educational opportunity as the ideal means of addressing racial and economic inequality by incorporating individuals into a free market economy. The passage of the Elementary and Secondary Education Act (ESEA) in 1965 secured an expansive federal commitment to this goal. However, when social problems failed to improve, the underlying logic led policymakers to hold schools responsible. Moak documents how a vision of education as a panacea for society's flaws led us to turn away from redistributive economic policies and down the path to market-based reforms, No Child Left Behind, mass school closures, teacher layoffs, and other policies that plague the public education system to this day.

Book excerpt: In the half century after 1945, South Korea went from an impoverished, largely rural nation ruled by a succession of authoritarian regimes to a prosperous, democratic industrial society. No less impressive was the country's transformation from a nation where a majority of the population had no formal education to one with some of the world's highest rates of literacy, high school graduates, and university students. Drawing on their premodern and colonial heritages as well as American education concepts, South Koreans have been largely successful in creating a schooling system that is comprehensive, uniform in standard, and universal. The key to understanding this educational transformation is South Korean society's striking, nearly universal preoccupation with schooling-what Korean's themselves call their "education fever." This volume explains how Koreans' concern for achieving as much formal education as possible appeared immediately before 1945 and quickly embraced every sector of society. Through interviews with teachers, officials, parents, and students and an examination of a wide range of written materials in both Korean and English, Michael Seth explores the reasons for this social demand for education and how it has shaped nearly every aspect of South Korean society. Book excerpt: In The Politics of White Rights, Joseph Bagley recounts the history of school desegregation litigation in Alabama, focusing on the malleability and durability of white resistance. He argues that the litigious battles of 1954–73 taught Alabama’s segregationists how to fashion a more subtle defense of white privilege, placing them in the vanguard of a new conservatism oriented toward the Sunbelt, not the South. Scholars have recently begun uncovering the ways in which segregationists abandoned violent backlash and overt economic reprisal and learned how to rearticulate their resistance and blind others to their racial motivations. Bagley is most interested in a creedal commitment to maintaining “law and order,” which lay at the heart of this transition. Before it was a buzz phrase meant to conjure up fears of urban black violence, “law and order” represented a politics that allowed self-styled white moderates to begrudgingly accept token desegregation and to begin to stake their own claims to constitutional rights without forcing them to repudiate segregation or white supremacy. Federal courts have, as recently as 2014, agreed that Alabama’s property tax system is crippling black education. Bagley argues that this is because, in the late 1960s, the politics of law and order became a politics of white rights, which supported not only white flight to suburbs and private schools but also nominally color-blind changes in the state’s tax code. These changes were designed to shield white money from the needs of increasingly black public education. Activists and courts have been powerless to do anything about them, because twenty years of desperate litigious combat finally taught Alabama lawmakers how to erect constitutional bulwarks that could withstand a legal assault.

This work represents the first attempt to conduct a genuinely scientific analysis of the political process by which school systems were desegregated in this period.Robert L. Crain documents the way in which eight non-southern, big-city school systems met community demands to reduce segregation. Reactions varied from immediate compliance to months and years of stubborn resistance, some cities maintaining good relations with civil rights leaders and others becoming battlegrounds. Differences in these reactions are explained and focus is brought to desegregation in the South New Orleans in particular. The situation there is contrasted with six peacefully desegregated southern cities as well as the attitude of its powerful economic elite. The concluding part of the book is a general consideration of the civil rights movement in the cities studied, and the author considers the implications of his findings, both for the future of school desegregation and for studies of community politics.Employing comparative techniques and concentrating upon the outputs of political systems, this is a highly innovative contribution to the study of community power structures and their relationship to educational systems. Book excerpt: The expansion of public education was the centerpiece of organized white women's Progressive reform campaigns in the late-nineteenth and early-twentieth century South. Expanding upon recent works that discuss the antebellum household as a particular construction shaped by slavery, this study extends the analysis to the post-Reconstruction era to discover the impact of Old South social relations on female activism and educational reform. As with African Americans, education played a central role in the struggle of white women against the continued definition of themselves as "dependents." The old construction of household relations obscured the value of white domesticity, and emphasis on the social importance of education represented one strategy white women used to make that value more publicly visible. They regarded the establishment of an adequate and fair system of public education as the answer to both private and public problems, in part because of the way in which schools were institutions that bridged the gap between home and wider society. Stimulating local and state interest in public education not only drew greater attention to the value of women's work in the rearing and training of children, it also was a method of distributing resources in a more equitable manner, thus counteracting the structure of formal politics that continued to serve the interests of a minority of Georgians. Creating rural schools that were the center of communities asserted a more female- and family-centered localism to replace the male-centered localism that primarily benefited propertied white men.
