It became a new form of legitimization for the rising nation-state, cementing its inextricable link with that nation's politics and practices. The set of concepts and practices defining cultural heritage were exported to, and imposed over, the colonized populations in North Africa and the Near East. The legacy of the colonial period has proven very significant in the domain of cultural heritage which has become a crucial cultural arena in many Arab states. As in the majorities of post-colonial states, in the Arab world, the inherited paradigm of cultural heritage has been subject to various forms of adaption and re-elaboration that have made it a lively and complex space of negotiations between various actors. Thus, in The Politics of Cultural Heritage in the Middle East, Irene Maffi and Rami Daher draw together expert scholars to unravel these complex processes that are involved in the definition, production and consumption of heritage and its material culture in the Middle East, and the dynamics of the key actors involved. Equally important to understanding a culture, however, are the intangible elements that become part of its heritage. In 2003, UNESCO adopted a convention specifically to protect intangible heritage, including the following: oral traditions and expressions, including language; performing arts (such as traditional music, dance, and theater); social practices, rituals, and festive events; knowledge and practices concerning nature and the universe; and traditional craftsmanship. Since this convention was adopted, scholars and preservationists have struggled with how to best approach intangible heritage. This volume specifically focuses on embodied intangible heritage, or the human body as a vehicle for memory, movement, and sound. The contributors to this work examine ritual and artistic movement, theater, music, oral literature, as well as the role of the internet in cultural transmission. Globalization and particularly the internet, has a complex effect on the transmission of intangible heritage: while music, dance, and other expressions are now shared easily, the performances often lack context and may be shared with a group that does not fully understand what they are seeing or hearing. This volume draws on case studies from around the world to examine the problems and possibilities of implementing the new UNESCO convention. The findings in this volume will be vital to both professionals and academics in anthropology, archaeology, history, museum studies, architecture, and anyone else who deals with issues of cultural heritage and preservation.

The volume provides nine case studies that explore different ways in which place is mediated by social, political, and ecological processes that have deep historical roots and that continue to affect the politics of heritage management. Spaces of human habitation are both historical records of the past and key elements in reproducing the knowledge and values that define lives in the present. Practices, knowledge, and skills that communities recognize as part of their culture—and that a range of legal statutes define as protected intangible heritages—are threatened by increased migration, the displacement of indigenous peoples, and limits on access to culturally or historically significant sites. This volume addresses how different physical environments contribute to the reproduction of cultural forms even in the wake of these processes of displacement and change. Case studies from North and South America reveal a pattern of abandonment and reestablishment of settlements and show how collective memory drives people back to culturally meaningful sites. This tendency for communities to return to the sites that shaped their collective histories, along with the growing importance granted to intangible heritage, challenges archaeologists and other heritage workers to find new ways of incorporating the cultural legacies that link societies to place into the work of research and stewardship. Based on Pierre Bourdieu’s ‘Theory of Practice’, a model for the valorisation of ICH is presented, which may serve as a tool to stimulate the developmental potentials of heritage on a practical level. The functioning of the valorisation model is exemplified with a case study on a German choral tradition, which has not been officially nominated as ICH. Therewith, it is shown how the model can be applied to utilise the developmental potentials of ICH - as promoted in the Convention for the Safeguarding of the Intangible Cultural Heritage (2003) – even beyond UNESCO’s scope. The ten chapters of this book include the peer-reviewed papers of the First Planning Meeting of the International Social Science Council’s Commission on Research on ICH, which was held at the Centro Regional de Investigaciones Multidisciplinarias (UNAM) in Cuernavaca, Mexico in 2012. The papers are based on fieldwork and direct involvement in assessing and reconceptualizing the outcomes of the UNESCO Convention. For the first time, Japan, Korea, China and Taiwan - states that were amongst the first to establish legislation and systems for indigenous traditions - are considered together. Calls to preserve the intangible heritage have recently become louder, not least with increasing UNESCO attention. The imperative to preserve is, throughout the region, cast as a way to counter the perceived loss of cultural diversity caused by globalization, modernization, urbanization and the spread of the mass media. Four chapters - one each on China, Korea, Taiwan and Japan - incorporate a foundational overview of preservation policy and practice of musical intangible cultural heritage at the state level. These chapters are complemented by a set of chapters that explore how the practice of policy has impacted on specific musics, from Confucian ritual through Kam big song to the Okinawan sanshin. Each chapter is based on rich ethnographic data collected through extended fieldwork. The team of international contributors give both insider and outsider perspectives as they both account for, and critique, policy, ideology and practice in East Asian music as intangible cultural heritage.
