The book, having been written while the author was engaged in a somewhat active professional life, lacks that literary finish which results from much pruning and painstaking. He, how ever, offers no excuse for writing it, nor for its composition; he has presumed to nothing but the privilege of telling his own story in his own way. He has been at no time forgetful of the fact that he was a subordinate in a great conflict, and that other soldiers discharged their duties as faithfully as himself; and while no special favors are asked, he nevertheless hopes that what he has written may be accepted as the testimony of one who entertains a justifiable pride in having been connected with large armies and a participant in important campaigns and great battles. He flatters himself that his summary of the political history of slavery in the United States, and of the important political events occurring upon the firing on Fort Sumter, and the ac count he has given of the several attempts to negotiate a peace before the final overthrow of the Confederate armies, will be of special interest to students of American history. Slavery bred the doctrine of State-rights, which led, inevitably, to secession and rebellion. The story of slavery and its abolition in the United States is the most tragic one in the world's annals. Book excerpt: Excerpt from The Political History of Slavery in the United States, Vol. 1 In offering this book to the public I know that it is fragmentary in the sense that the whole purpose the author had in view in writing it has not been achieved, although the parts presented are in themselves complete. When in the middle of his last term Senator George announced that he would not offer for reelection it was his expectation to devote the leisure to be thus secured to the discussion of the constitutional deficiencies of the reconstruction legislation, especially that part of it which interferes with the unhindered right of the States to regulate the suffrage, add that as the third and last section to the book, and so complete his whole plan. Unhappily he was overtaken by death before the day of his leisure arrived. After the author realized he would not be permitted to accomplish all he sought when he began writing he doubted the wisdom of publishing any part of the book, but left the decision of that question as well as the preparation of the manuscript for the press in the hands of his friend and successor, the Honorable H. D. Money. Mr. Money decided to publish so much of the work as was completed, but because of his defective eyesight deferred the matter for some time in the hope that his eyes would improve. However, finding that hope vain, he undertook the necessary labor despite his defective vision, and read the difficult handwriting of Senator George to an operator who made a typewritten copy of the original manuscript. But when he had proceeded thus far Mr. Money realized that, because of his imperfect vision and his own multiplied duties, it was altogether impracticable for him to devote to the task the necessary time and attention; so he reluctantly abandoned the effort and returned the manuscript. One or two other unsuccessful efforts were made to get the matter prepared for publication, and time passed on. That was Mr. Hayes's hope and Mr. Smith's purpose. Soon after Mr. Hayes's death Mr. Smith began the contemplated work. His plan was to write not a simple biography, but a history to be called T he Life and Times of Hayes. From the beginning of Mr. Hayes's life to* the time of his Administration as President, the slavery question, in its various ramifications and effects, had been the dominant concern of American politics and statesmanship. The policy toward the South pursued by Mr. Hayes when President practically marked the final passing of the question from national politics. The first half of my active political life, Mr. Hayes wrote in his later years, was first to resist the increase of slavery and secondly to destroy it. The second half has been to rebuild, and to get rid of the despotic and corrupting tendencies and the animosities of the war, and the other legacies of slavery. It was Mr. Smith's wish, therefore, more particularly, to trace the influence of slavery on American political development through the period of its aggres _sive demands, and onwards, until the problems left by the Civil War, which was its inevitable consequence, had been solved. In spite of failing health, Mr. Smith, at the time of his death, in midsummer, 1896, had substantially completed a large propor tion of his project. From his manuscript, what he had written relating to slavery was extracted, arranged in orderly sequence, and given to the public in 1903 under the title The Political H is tory of Slavery. This is a praiseworthy contribution to American history, though unfortunately deprived of the fuller presentation of certain facts and forces which undoubtedly Mr. Smith would have given his work, could it have had the benefit of a final revision at his hands.
