Yet it is only fairly recently that researchers have identified rape as a deliberate tool of war-making rather than simply an inevitable side effect of armed conflict. Much of the emerging literature has suggested that the underlying causes of rape stem from a single motivation-whether individual, symbolic, or strategic-leading to disagreement in the field about how we can understand and respond to the causes and consequences of sexual violence in war. In Rape Loot Pillage, Sara Meger argues that sexual violence is a form of gender-based political violence (perpetrated against both men and women) and a manifestation of unequal gender relations that are exacerbated by the social, political, and economic conditions of war. She looks at trends in the form and function of sexual violence in recent and ongoing conflicts to contend that, in different contexts, sexual violence takes different forms and is used in pursuit of different objectives. For this reason, no single framework for addressing conflict-related sexual violence will be sufficient. Taking a political economy perspective, Meger maintains that these variations can be explained by broader struggles over territory, assets, and other productive resources that motivate contemporary armed conflicts. Sexual violence is a reflection of global political economic struggles, and can't be addressed only at the local level-it must be addressed through regional and international policy. She concludes by providing some initial ideas about how this can be done via the UN and national governments.

In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.

Book excerpt: Recent human rights campaigns against sex trafficking have focused on individual victims, treating trafficking as a criminal aberration in an otherwise just economic order. In Economies of Violence Jennifer Suchland directly critiques these explanations and approaches, as they obscure the reality that trafficking is symptomatic of complex economic and social dynamics and the economies of violence that sustain them. Examining United Nations proceedings on women's rights issues, government and NGO anti-trafficking policies, and campaigns by feminist activists, Suchland contends that trafficking must be understood not solely as a criminal, gendered, and sexualized phenomenon, but as operating within global systems of precarious labor, neoliberalism, and the transition from socialist to capitalist economies in the former Soviet Union and Eastern Bloc. In shifting the focus away from individual victims, and by underscoring trafficking's economic and social causes, Suchland provides a foundation for building more robust methods for combatting human trafficking.

Yet despite emerging evidence documenting its incidence, especially in conflict and post-conflict zones, efforts to understand its causes and develop strategies to reduce it are hampered by a dearth of theoretical engagement. One of the reasons that might explain its empirical invisibility and theoretical vacuity is its complicated relationship with sexual violence against women. The latter is evident empirically, theoretically, and politically, but the relationship between these violences conjures a range of complex and controversial questions about the ways they might be different, and why and how these differences matter. It is the case that sexual violence (when noticed at all) has historically been understood to happen largely, if not only, to women, allegedly because of their gender and their ensuing place in gender orders. This begs important questions regarding the impact of increasing knowledge about sexual violence against men, including the impact on resources, on understandings about, and experiences of masculinity, and whether the idea and practice of gender hierarchy is outdated. This book engages this diverse set of questions and offers fresh analysis on the incidences of sexual violence against men using both new and existing data. Additionally, the authors pay close attention to some of the controversial debates in the context of sexual violence against men, revisiting and asking new questions about the vexed issue of masculinities and related theories of gender hierarchy. Book excerpt: Gender-based violence has been a key target of transnational advocacy networks since the early 1980s, and the United Nations has, in intervening years, passed a series of resolutions to condemn, prevent, investigate, and punish this violence. Member states have committed to implementing this agenda. Yet, despite this buy-in at the global level, implementation at the domestic level remains uneven. Scholars have found that states are more likely to translate global standards into national laws when pressured by women's movements and international organizations. However, a dearth of research on the implementation - at the national and street-levels - of these global gender violence norms hampers an understanding of what happens after states pass laws. In Africa, where most states have not prioritized the prevention of gender-based violence, and the majority of perpetrators act with impunity, there is a major implementation gap. This gap is acute in some post-conflict states on the continent. Thus, despite the presence of laws on various forms of gender-based violence in most African states, justice remains inaccessible to most victims.In this book, Peace A. Medie studies the domestic implementation of international norms by examining how and why two post-conflict states in Africa, Liberia and Côte d'Ivoire, have responded to rape and domestic violence with varying outcomes. Specifically, she looks at the roles of the United Nations and women's movements in the establishment of specialized criminal justice sector agencies, and the referral of cases for prosecution. Medie's study is based on interviews with over 300 lawmakers, government bureaucrats, staff at the UN and NGOs, police officers, and survivors of domestic violence and rape - an unprecedented depth of research into gender violence norm implementation in post-conflict states. Furthermore, through her interviews with survivors of violence, Medie describes not only how states implement anti-rape and anti-domestic violence norms but also how women experience and are affected by these norms.
