Book excerpt: This is the 2nd report from the Political and Constitutional Reform Committee (HCP 436, session 2010-11, ISBN 9780215554772), and examines the Fixed Terms Parliament Bill (HCB 64, session 2001-11, ISBN 9780215546296). The principle behind the Fixed-Term Parliaments Bill is that it is wrong that a Prime Minister should be able to time a general election to his own partisan advantage. Due to the speed of the Bill being expedited through Parliament, there has been no prior consultation on pre-legislation, which the Committee believes the issue deserves. If the Bill is enacted, the Committee expects that future Parliaments would run for their full fixed term, and that this will become an unremarkable aspect of our modern democracy. The proposed requirement for a super-majority in the House of Commons to vote for an early general election is novel for the United Kingdom, and the consequences of the provisions for confidence motions contained in the Bill are uncertain. The report proposes two options that the House may wish to explore as possible ways of simplifying the provisions in the Bill for ending the fixed term prematurely: (i) a super-majority might not be necessary if a Parliament following an early general election lasted for only as long as the remainder of the term of the previous Parliament; (ii) a super-majority could be dispensed with if an early general election could be called only with cross-party agreement. Dispensing with the super-majority could also arguably avoid the need for separate provision for an early general election where no government could be formed that commanded the confidence of the House. The Clerk of the House believes that the Bill as currently drafted could allow the courts to question aspects of the House's internal proceedings.

Book excerpt: Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.

The virus needs a cell for replication, instead the cell is a more evolved form on the evolutionary scale of life. In addition, the study of viruses raises pressing conceptual and philosophical questions about their nature, their classification, and their place in the biological world. The subject of pandemics is approached starting from the existentialism of Albert Camus and Sartre, the replacement of the exclusion ritual with the disciplinary mechanism of Michel Foucault, and about the Gaia hypothesis, developed by James Lovelock and supported in the current pandemic by Bruno Latour. The social dimensions of pandemics, their connection to global warming, which has led to an increase in infectious diseases, and the deforestation of large areas, which have caused viruses to migrate from their native area (their "reservoir") are highlighted below. The ethics of pandemics is approached from several philosophical points of view, of which the most important in a crisis of such global dimensions is utilitarianism which involves maximizing benefits for society in direct conflict with the usual (Kantian) view of respect for people as individuals. After a retrospective of the COVID-19 virus that caused the current pandemic, its life cycle and its history, with an emphasis on the philosophy of death, the concept of biopower initially developed by Foucault is discussed, with reference to the practice of modern states of control of the populations and the debate generated by Giorgio Agamben who states that what is manifested in this pandemic is the growing tendency to use the state of emergency as a normal paradigm of government. An interesting and much debated approach is the one generated by the works of Slavoj Žižek, who states that the current pandemic has led to the bankruptcy of the current "barbaric" capitalism, wondering if the path that humanity will take is a neo-communism. Another important negative effect is desocialization, with the conclusion of some philosophers that we cannot exist independently of our relationships with others, that a person's humanity depends on the humanity of those around him. The last section is dedicated to forecasting what the world will look like after the pandemic, and there are already signs of a paradigm shift, including the sudden disappearance of the "wall" ideology: a cough was enough to make it suddenly impossible to avoid the responsibility that every individual has it towards all living beings for the simple fact that he is part of this world, and of the desire to be part of it. The whole is always involved in part, because everything is, in a sense, in everything and in nature there are no autonomous regions that are an exception. The COVID-19 pandemic seems to restore the supremacy that once belonged to politics. One of the virtues of the virus is its ability to generate a more sober idea of ​​freedom: to be free means to do what needs to be done in a specific situation. And, similarly, it took thirty years for the West German state to admit that the sterilisation of Roma had been part of the 'Final Solution'. Drawing on a substantial body of previously unseen sources, this book examines the history of the struggle of Roma for recognition as racially persecuted victims of National Socialism in post-war Germany. Since modern academics belatedly began to take an interest in them, the Roma have been described as 'forgotten victims'. This book looks at the period in West Germany between the end of the War and the beginning of the Roma civil rights movement in the early 1980s, during which the Roma were largely passed over when it came to compensation. The complex reasons for this are at the heart of this book.
