Book excerpt: The idea for this volume came from the enigma that some Central and Eastern European (CEE) European Union (EU) member states have been keen to join the Eurozone while others have shown persistent reluctance. Moreover, the attitudes towards joining have seemingly not correlated with either the level of economic development or the time spent as part of the EU, nor with any other rational reason such as the level of integration into the EU real economy, or the level of trust in the EU on the part of the public. Therefore, at first sight, the answer to the question ‘why in, why out?’ remains rather unclear. The attractiveness of the currency union has nevertheless not disappeared for the CEE countries. Despite the Eurozone crisis of 2010–13, it was during that time that the Baltic states introduced the euro. Then, after a few years of inactivity, Croatia and Bulgaria successfully applied for membership of the exchange rate mechanism in July 2020, amid the economic crisis caused by the coronavirus (COVID-19) pandemic. At the same time, the three Visegrad countries still using their national currencies – Poland, Czechia and Hungary – no longer have a target date to join the monetary union. This volume aims to discuss these issues from horizontal aspects and through country studies, with contributions from expert authors from, or closely related to, the CEE region.

The report also assesses whether the Government is on course to meet the medium-term fiscal objectives and presents preliminary observations on the long-run sustainability of the public finances. Since the June forecast, the UK economy has recovered more strongly than initially expected. The GDP growth was greater than expected in both the 2nd and 3rd quarters, but that unemployment levels have risen to levels that the June forecast did not anticipate until the middle of 2012. In general the world economy has also grown more strongly. CPI inflation has remained slightly higher than expected in June, whilst public finances have performed as forecast. The interest rates on UK debt are lower than in June. The OBR forecasts that the economy will continue to recover from the recession, but at a slower pace than the recoveries of the 1970s, 1980s and 1990s. The publication is divided into 5 chapters with two annexes.

In undemocractic regimes elsewhere populists play on people's feelings of insecurity in an unpredictable and fast changing world, promising security and order in exchange for democratic freedom. In the second part of the book Martin Sandbu outlines four key areas of economic policy that he believes will address not just the symptoms but the underlying causes of the current inequality which has led to so many people, especially the young and the most vulnerable being left behind. These include productivity, regional development, improved access to business finance for SMEs, and increaed representation for workers. He makes a number of other recommendaitons regarding housing, education for all, universal basic income and taxation. The protest, known as the Umbrella Movement, called for ‘genuine democracy’, as well as a fairer social and economic system. And how many enterprises continue to do some of their work off-the-books once they are more established? What should be done about them? Should governments adopt ever more punitive measures to eradicate them? Or should we recognise this hidden enterprise culture and attempt to harness it? If so, how can this be done? What measures can be taken to ensure that businesses start-up in a proper manner? And what can be done to help those enterprises and entrepreneurs currently working off-the-books to legitimise their businesses? The aim of this book is to advance a new way of answering these questions. Drawing inspiration from institutional theory, informal sector entrepreneurship is explained as resulting from the asymmetry between the codified laws and regulations of a society’s formal institutions and the norms, values and beliefs that comprise a society’s informal institutions. The argument is that if the norms, values and beliefs of entrepreneurs (i.e., their individual morality) were wholly aligned with the codified laws and regulations (i.e., state morality), there would be no informal sector entrepreneurship. However, because the individual morality of entrepreneurs differs from state morality, such as due to their lack of trust in government and the rule of law, the result is the prevalence of informal sector entrepreneurship. The greater the degree of institutional asymmetry, the higher is the propensity to engage in informal sector entrepreneurship. This book provides evidence to show that this is the case both at the individual- and country-level and then discusses how this can be overcome. .

Although populism would normally benefit from crisis situations (e.g., political representation or economic crises), the peculiar nature of this health crisis does not make the benefit obvious. For it to be exploited, a crisis must be politicized. While populists have tried to take advantage of the crisis situation, the impossibility of taking ownership of the COVID-19 issue has made the crisis hard to be exploited. In particular, populists in power have tried to depoliticize the pandemic, whereas radical right-populists in opposition tried to politicize the crisis, though failing to gain the relevant public support. This book considers populist parties in eight European democracies, providing a framework of analysis for their responses to the COVID-19 crisis. It does so by engaging with the literature on crisis and populism from a theoretical perspective and through the lens of the politicization process.

What has been the role, respectively, of neoliberalism, populism, and authoritarianism in the making of Covid-19 policy? What role have each of these factors played in the uneven and clearly inadequate global response to the pandemic? In an effort to understand why some states failed to handle the pandemic properly, some of the literature suggests that populism is at the root of the current failure of international co-operation. The global financial crisis of 2008-10 triggered significant cooperation within the G-20, led by the combined efforts of the United States and China. These forms of cooperation have clearly disappeared in the context of the pandemic, not only with respect to economic policy but also in public health and management. The authors of this volume link the different state responses to the pandemic-- from its inception to the start of the vaccination campaign, and to the political regimes prevailing in each. In particular, the present volume focuses on a distinction between the responses of neo-liberal regimes, populist regimes and authoritarian ones.
