It shows how total power enables an examination of regional experience as a part of global context in order to demarcate the connections with other countries and regions that have similar political cultures, such as those in Central Asia, the Middle East, and East Africa. Moreover, it elucidates that the phenomenon of total power unpacks the interrelations not only between different countries, but also between political, economic, religious, or cultural aspects of the region as a whole, and of each country in particular. This book takes East Asia as a classic example of where total power has achieved the highest forms of development during traditional periods in the form of absolute economic dependence of society on the state, ideologically enshrined by a system of moral obligations toward supreme power that allowed for the establishment of a monopoly on forced labour, and the appropriation and distribution of social products. The author emphasizes the importance of exploring the tradition of total power with reference to the ongoing global crisis of European democracy. In doing so, the book shows that democratization has not brought qualitative changes to the political culture of East Asia. An essential interdisciplinary read for scholars studying political science, particularly East-West relations, this book situates East Asian political culture within a global context.

He contrasts the great traditions of Confucian East Asia with the Southeast Asian cultures and the South Asian traditions of Hinduism and Islam, and explores the national differences within these larger civilizations. Breaking with modern political theory, Pye believes that power differs profoundly from one culture to another. In Asia the masses of the people are group-oriented and respectful of authority, while their leaders are more concerned with dignity and upholding collective pride than with problem-solving. As culture decides the course of political development, Pye shows how Asian societies, confronted with the task of setting up modern nation-states, respond by fashioning paternalistic forms of power that satisfy their deep psychological craving for security. To concentrate only on geopolitical competition and regional 'hot spots' will exaggerate, if not misrepresent East Asia as a Hobbesian world. Nevertheless, geopolitical competition cannot be ignored because a failure of the balance of power and deterrence between China and the United States (and its allies) will destabilise the region. There are four 'vectors' in the geopolitics of East Asia: China rising, the United States 'rebalancing' to this region, Japan 'normalising' as a nation-state and ASEAN emerging as a regional community. The interplay of these four 'vectors' will set the trajectory of geopolitics in East Asia. Another focus of this volume is on the politics of identity. The distinctiveness, character and flavour of a group, real or imagined, can be 'cool'. 'Cool' as in being charming and appealing transcends national boundaries. Plurality and diversity of identities and cultures in East Asia can be a celebration of life and humanity. However, xenophobic identities, often based on exclusive race, language, religion and hegemony, and its subsequent politicisation can rend a nation apart. Indeed, the affirmation of one's identity may be at the expense or denial of the identity of 'the other'. Similarly, the assertion and the intricacy of identity and nationalism in East Asia can also be problematic. However, a person or group can have multiple and different scales of identities. Indeed, identities can be fluid and situational.

However, a close examination of the cultural and economic development of Asian societies suggests a contrary picture. The story of Asia is one of political and economic survival, in which political elites sought to legitimate their authority through the use of both traditional and modern symbols. Traditional communitarian values and the modern symbols of economic growth and materialism coexist in Asian political systems. The stability and legitimacy of Asian governments depend on the ability of political elites to balance these symbols. As globalization proceeds, the standard traditional and modern symbols have waned in their effectiveness. Therefore, democracy as a symbol and practice can provide new sources of legitimacy to these political systems. Compton's Asian political development model is tested with quantitative indicators and through a series of case studies. The three case studies—Japan, South Korea, and Thailand—build on each other through a rigorous historical comparison. While the case studies themselves are interesting, he makes connections to the model and tests the congruence of these cases to the model, and concludes that the model's validity is predicated on the internal environment, including culture and economy. Of particular interest to scholars, students, and researchers involved with comparative and Asian politics, political development, and political culture.
