Book excerpt: Ronald Inglehart argues that economic development, cultural change, and political change go together in coherent and even, to some extent, predictable patterns. This is a controversial claim. It implies that some trajectories of socioeconomic change are more likely than others--and consequently that certain changes are foreseeable. Once a society has embarked on industrialization, for example, a whole syndrome of related changes, from mass mobilization to diminishing differences in gender roles, is likely to appear. These changes in worldviews seem to reflect changes in the economic and political environment, but they take place with a generational time lag and have considerable autonomy and momentum of their own. But industrialization is not the end of history. Advanced industrial society leads to a basic shift in values, de-emphasizing the instrumental rationality that characterized industrial society. Postmodern values then bring new societal changes, including democratic political institutions and the decline of state socialist regimes. To demonstrate the powerful links between belief systems and political and socioeconomic variables, this book draws on a unique database, the World Values Surveys. This database covers a broader range than ever before available for looking at the impact of mass publics on political and social life. It provides information from societies representing 70 percent of the world's population--from societies with per capita incomes as low as $300 per year to those with per capita incomes one hundred times greater and from long-established democracies with market economies to authoritarian states.

Combining classical social theory, historical evidence, and survey data, Waisman explores the relationship between the degree of modernization and the legitimacy of the capitalist social order. Propositions about the interaction between established elites and emerging working classes are illustrated with three typical cases: Disraelian Britain, Bismarckian Germany, and Peronist Argentina. From the contrasting theories of Marx and Bakunin, the author derives hypotheses concerning the position of the working class in the economy and the consequences this has for legitimacy. He finds that countries at middle levels of industrial development—mostly latecomers to industrialization in Southern Europe and advanced areas of Latin America—have the greatest difficulty in establishing capitalism as a legitimate social order. They are advanced enough to have a large working class, yet underdeveloped enough to have a dissatisfied one.

The Reinvention of Politics, suggests we should think again about forging a new model of politics for our times. An active, devolved civil society, Beck argues, can sustain the claim that modernity is inherently democratic. For many issues now - for example, those involving technology, environment protest, the family, or gender relations - belong to the domain of what the author calls "subpolitics". The postmodern critique of modernity, in Beck's view, is based on mistaken generalizations about a transitional phase in the evolution of modern society. What is needed, he argues, is the reinvention of politics, corresponding to th new demands of a society which remains modern, but which has progressed beyond the earlier form of industrial society. This book will be essential reading for second-year undergraduates and above in the fields of social and political theory, sociology and political science.
