Book excerpt: The Polish university is based on the Humboldt model, and can serve as a typical example of liberal education throughout Central and Eastern Europe. This book portrays an institution resistant to change and defying all attempts at reform. Currently, it is attempting to retain its identity with no regard to the rapidly changing world of science, culture and communication technologies that surrounds it. The absolute power of the professor, excessive administration and feudal subordination mean that such universities have lost touch with the local environment, and have become a factory for graduates with a random education. Power games and resentment have replaced the search for scientific truth, which in turn means that such institutions are practically invisible in the rankings, because of the lack of significant achievements. This situation has led to proposal here of a redefinition of the function of the university, based on a thorough analysis of needs of all its various groups of stakeholders.

This is because of the importance of digital transformation, which has been developing for several decades, bringing deep and multidirectional changes in the areas of technology, economy, society, and culture. It is a disruptive civilizational transition and, although stretched over many decades, it is revolutionary in nature, significantly changing our lives in the Anthropocene. The book has three cognitive and pragmatic objectives: to provide a new perspective on the changing academic organization and management; to reflect on higher education management concepts and methods; and to present an overview of university management, governance, and leadership, useful from the perspective of academic managers, and other stakeholders. Through 11 empirical chapters, the authors not only chart the diversity among case institutions, engagement mechanisms, and regional contexts but also use that diversity to advance a novel conceptual framework, centered on the process of mundaneness, for unpacking university-regions’ everyday activities, taking into account the dynamic, complex, and co-evolving interplay between (a) key social agents and institutions, (b) the contexts in which they are embedded, as well as (c) the historical trajectories and strategic ambitions underpinning context-specific social arrangements and interactions that are mediated by temporal and spatial dimensions. Drawing on evolutionary economic geography, innovation studies, management and organization studies, and historical perspectives, the volume advances a new mode of understanding university-regional engagement as a form of extendable temporary coupling, which also helps to address perennial policy and managerial questions alike of what to do with universities that do not serve local labour market needs and/or are located in regions suffering from brain drain. The book illustrates such dynamics from diverse national contexts and three continents: Brazil, Caribbean, China, Italy, Norway, and Poland. Taking this as its context, this volume is founded on a comprehensive international comparative analysis of the evolving role of middle-level academic managers—deans, heads of department and their equivalents. The chapters address key questions that will determine the future of academe: have the imperatives of management theory caused a realignment of the values and expectations of middle-level academic managers? In what way do the new expectations placed on this group shape the academic profession as a whole? And, whose interests do middle-level academic managers represent? Based on material presented at one of the high-level Douro Seminars on research into tertiary education, this volume systematically combines theoretical views with empirical analysis. It argues that ‘managerialist’ pressure has resulted in changes in the way academic performance is measured. There has been a shift in criteria away from research reputation, teaching and scholarship to the measurement of performance based upon management capacities. This has given middle-level academic managers a pivotal role halfway between the predilections of high-level decision makers and the maintenance of academic values and control. The enhanced expectations and more defined functions of middle-level academic managers are in clear contrast to earlier times, when the position was considered a public-spirited rite of passage for career-minded academics. Despite this, the contributors to this book believe that the middle-level managers in the ten countries examined are neither corporate lackeys nor champions of academe. It is becoming increasingly clear that the ability of organisations to achieve their aims is largely dependent on the skill and dedication of middle managers. Past studies of organisational dynamics have been preoccupied with the executive level of management. This text, which will be of great interest to researchers and policy makers alike, attempts to redress the balance.
