To deal effectively with the threat of domestic terrorism, the police must be able to manage and coordinate different sources of data and intelligence. They must also process them in such a way as to provide an enhanced understanding of actual or potential criminal activity. In recent years, technological advances have resulted in vast improvements in data gathering techniques, including in-field laptops, automated computer aided dispatch systems, and geographical information systems. Some police departments are finding value in combining law enforcement data with other types of data to examine crime problems in greater depth. These data are being used both in the aggregate and at the incident level. The importance of incident level data is that it can be analyzed by different levels of geography (address, beat, reporting district) as well as by other variables. Non-law enforcement types of data such as pawn information and drug court information are often available in incident level format and when combined with the more traditional law enforcement data, can allow for numerous analytical possibilities. Agencies are now recognizing the benefits of data sharing across institutions and jurisdictions. There is also the need to ensure that police personnel receive the necessary training to make certain that they have the tools required to effectively respond to terrorist attacks. The importance of communications interoperability was reaffirmed during the recent terrorist attacks. Technology can assist local law enforcement by delivering timely and consistent information to the community. Agencies need to assess the community2s needs and develop an approach that is tailored to the distinctive characteristics and requirements that exist within each individual jurisdiction.

It explores two main themes arising from the phenomenon of terrorist profiling: the lawfulness of terrorist profiling and the utility of profiling. These two themes are explored in three separate parts. Firstly, the book begins by drawing upon human rights concerns arising from the use of terrorist profiling by law enforcement officers. Secondly, an analytical framework capable of making determinations on the usefulness of terrorist profiling. This framework develops a profiling spectrum that ranges from formal and informal manifestations of terrorist profiling that forms the basis for evaluating its usefulness. Finally, the book presents an examination of various manifestations of terrorist profiling by separating the analysis of the ‘construction’ of profiles on the one hand, from their ‘application,’ on the other, so as to be able to identify and examine profiling’s usefulness as a technique to assist law enforcement officers make predictions about likely offender characteristics. This book ultimately concludes that terrorist profiling should only be conducted by undertaking a systematic assessment of the construction of profiles separate from the application of profiles whilst simultaneously taking into account fundamental human rights concerns with the practice of terrorist profiling. The work will be an essential resource for academics, law enforcement officers and lawyers in the disciplines of law, criminology, human rights, criminal justice and policing. Book excerpt: This book explores the challenges of combating terrorism from a policing perspective using the example of the Royal Ulster Constabulary GC (RUC) in Northern Ireland. The RUC was in the frontline of counter-terrorism work for thirty years of conflict during which time it also provided a normal policing service to the public. However, combating a protracted and vicious terrorist campaign exacted a heaving price on the force. Importantly, the book addresses a seriously under-researched theme in terrorism studies, namely, the impact of terrorism on members of the security forces. Accordingly, the book examines how officers have been affected by the conflict as terrorists adopted a strategy which targeted them both on and off duty. This resulted in a high percentage of officers being killed whilst off duty - sometimes in the company of their wives and children. The experience of officers' wives is also documented thus highlighting the familial impact of terrorism. Generally speaking, the victims of terrorist attacks have received scant scholarly attention which has resulted in victims' experiences being little understood. This piece of work casts a specific and unique light on the nature of victimhood as it has been experienced by members of this branch of the security forces in Northern Ireland.

It is increasingly clear that federal agencies, such as the FBI and the US Secret Service, can no longer work alone in protecting the United States from further attack. Rather, they must work in partnership with other public and private agencies, and most important, with local police. Local police can identify potential terrorists living or operating in their jurisdictions, they can help protect vulnerable targets, and they can coordinate the first response to terror attacks. These are heavy new responsibilities that significantly expand the workload of already busy departments. Many departments welcome these new responsibilities, but they cannot be shrugged off because elected officials and the public will increasingly expect their police to be prepared.
