The content and language are accessible to a wide range of audiences, including generalist scientists, biosecurity practitioners, and graduate students. More complex content is introduced in standalone boxes or chapters. The book follows a clear, simple structure within and among chapters (i.e. following the structure of the biosecurity system), making it a preferred option for graduate students. This book introduces novel cross-cutting themes, such as the importance of economic efficiency and institutional and social factors, going beyond the traditional science-based approach to biosecurity. Written in partnership with government agency practitioners, this book uses on-the-ground case studies to demonstrate how biosecurity principles are applied in practice. The book addresses challenges common to regulators in general, namely efficient regulation in uncertain and rapidly changing environments with multiple stakeholders who have—at times—conflicting priorities. This year’s report focuses on policies fostering sustainable productivity growth in agriculture. Governments are applying a large variety of approaches to improve productivity while preserving natural resources and reducing agricultural greenhouse gas emissions. The report notes, however, that clearly defined targets related to sustainable productivity growth and measurable indicators of progress are important to ensure that policies achieve their stated objectives. The report also notes that making more effective use of producer support to promote innovation and environmental sustainability on the farm, and refocusing overall support towards targeted R&D, can better leverage public spending to deliver public goods and sustainable productivity growth. In line with the 2022 OECD Agriculture Ministerial Declaration, the report identifies a seven-point policy agenda for making agriculture more sustainable, productive and resilient, and for improving the effectiveness and efficiency of agricultural support and markets.

Climate change is likely to aggravate water stress. Forests and trees are integral to the global water cycle and therefore vital for water security – they regulate water quantity, quality, and timing and provide protective functions against (for example) soil and coastal erosion, flooding, and avalanches. Forested watersheds provide 75 percent of our freshwater, delivering water to over half the world’s population. The purpose of A Guide to Forest–Water Management is to improve the global information base on the protective functions of forests for soil and water. It reviews emerging techniques and methodologies, provides guidance and recommendations on how to manage forests for their water ecosystem services, and offers insights into the business and economic cases for managing forests for water ecosystem services. Intact native forests and well-managed planted forests can be a relatively cheap approach to water management while generating multiple co-benefits. Water security is a significant global challenge, but this paper argues that water-centered forests can provide nature-based solutions to ensuring global water resilience.
