Book excerpt: Community college students transfer to public universities experiencing a pathway filled with complexity and inequity. Transfer students are not able to graduate at the same pace as native students at the university and complete their baccalaureate degrees 18% below the rate of native students. Policymakers have attempted to address the baccalaureate gap. This qualitative study explored the perspectives of Texas policymakers and policy influencers on the efficacy of policies intended to improve transfer outcomes. This study investigated what experience participants have with transfer policy, what their perceptions of the transfer pathway are, and how their voices can refine an understanding of policy development and ways to improve student persistence. Purposeful sampling was used to explore the perspectives of 14 Texas policymakers and those that influence policy. Findings revealed that significant gaps exist between expectations and student realities and that the completion agenda is driving policy decisions. Participants perceived that transfer students have been ignored in the completion metrics, which influence institutional priorities. Moreover, the decentralized system of independent, autonomous institutions is a major contributor to inefficiencies such as excessive student credit hours. Improving the transferability of courses was a priority recommendation of all participants both because it benefits the State's economy and, more importantly, because it is in the best interest of students.

Book excerpt: Access to higher education in the U.S. is seen as an opportunity for social mobility. California’s Master Plan for Education created a three tier system to provide educational opportunities for its citizens. By design, transfer pathways were implemented to allow students to begin their higher education journey at open access community colleges and transfer into four-year public institutions for bachelor’s degree completion. Institutional support for transfer students, however, is almost non-existent at most four-year receiving institutions (Eggleston& Laanan, 2001). This qualitative study sought to understand the experiences of transfer students who transferred to a four-year receiving institution from a community college and thereafter departed from the university without persisting to degree attainment. I interviewed transfer students about their experiences and the findings contribute to the broader understanding of the transfer student experience. Tinto’s theory of student departure, which emphasizes the importance of institutional transfer receptivity in students’ decisions about persistence and departure, provided a valuable theoretical framework from which to operate. Four major themes emerged at the conclusion of my interviews: recognizing the value of the community college experience; understanding the external opportunities of transfer students; accepting institutional commitment to the transfer agenda; and experiencing the transfer students’ movement from expert to novice in the middle of the post-secondary educational journey. Recommendations urge both higher education administrators to evaluate their institutional commitments to transfer student success and state policy makers to reinvest in the transfer agenda.

Book excerpt: An incisive investigation of the often fraught student-transfer pathways from community colleges to four-year institutions--and a blueprint for process reform In Discredited, education scholars Lauren Schudde and Huriya Jabbar illuminate the successes and failures of the systems that support student transfer among postsecondary institutions. Summarizing the key challenges of various transfer pathways, Schudde and Jabbar show how the current decentralized, bureaucracy-ridden, and often confusing process undermines equity and access in higher education. They illustrate how transfer success is closely tied to how educational institutions disseminate information about credit portability, especially for vertical transfer between community colleges and destination universities, in which prospective transfer students often confront hidden curricula and unfounded biases about their academic preparedness. This deeply considered work is grounded in hundreds of interviews of students and personnel, data from a six-year longitudinal study in Texas, and a synthesis of five decades of research on college transfer. Presenting a field perspective, Schudde and Jabbar use strategic action fields, a framework that considers how rules and norms are maintained in an existing power structure, to examine the political-ecological contexts in which transfer-intending students and transfer-related college personnel interact within and across organizations. They frame transfer policy as a complex public higher education issue rather than an isolated community college problem. Schudde and Jabbar call for transfer reform and offer insight into how transfer outcomes could be improved through better transparency, centralized policy, and even government intervention.

Book excerpt: Despite decades of efforts by institutional leaders and policymakers to streamline transfer processes for students at public institutions of higher education, vertical transfer rates-the rates in which students transfer from two-year institutions to four-year institutions-remain below desired levels. National data indicate that many community and technical college students aspire to transfer and earn a bachelor's degree, but only about a third of those students ever make that transition. Limited empirical evidence suggests that transfer policies at the state level are an effective tool to align institutions around improving transfer student outcomes, yet policymakers across the United States continue to create laws with little understanding about policy implementation and efficacy. This case study utilizes interviews, document analysis, and observation to examine how transfer coordinators at public postsecondary institutions in Wisconsin experience and implement state and system-level transfer policies. Participants across institutions revealed mixed perceptions about the utility of several existing transfer policies. They felt the policies served as the groundwork to encourage cooperation among institutions and provided the parameters that institutional leaders need to implement transfer guidelines and programming. However, participants were critical of the legislated mandates and system-level requirements when they fell short of fostering improved inter-institutional relationships or when it seemed that policies were disjointed from the reality of implementation. Considering these challenges, the results of this dissertation contribute to a better understanding of the factors that influence policy implementation, suggesting that policies can be part of the solution to the challenges that impede seamless transfer, but how practitioners perceive and implement policies will enhance or detract from their impact.

However the number of students who eventually transfer to a four-year university and in particular to the state's flagship institution, is not comparable to the amount of students who enter the system of higher education through the community college. Using the Transfer Receptive Culture framework (Jain, Herrera, Bernal, & Solorzano, 2011) and through the experiences of seven community college transfer students, this study examines the transfer culture at a Texas public university. This study aims to contribute to the literature by examining the first study that looks into the institutional culture necessary to transfer to an elite university such as Transfer Student University. Findings suggest that the university should improve the outreach, orientation /transition programs, academic/social support services, as well as support the creation of a transfer student community on campus.

Book excerpt: Texas relies heavily on its community colleges to provide low-cost access to undergraduate coursework for students pursuing a bachelor's degree. Yet, while the majority of Texas students who enter higher education through a community college enroll in transfer programs, only 35 percent transfer and only 15 percent earn a bachelor's degree within six years of starting at a community college. The Greater Texas Foundation asked the Community College Research Center (CCRC) to conduct an analysis of ways state policy could help to improve outcomes for community college transfer students in Texas. To do this, the authors first used National Student Clearinghouse data to examine the performance of Texas community colleges and universities in serving transfer students compared to two- and four-year institutions nationally. Second, they analyzed state transfer policies to better understand the policy environment and identify policies that may facilitate or inhibit transfer success in the state. Third, they conducted interviews with over 50 individuals who work with transfer students at 36 Texas colleges (18 two-year and 18 four-year institutions) to learn how state policy plays out on the ground with students and institutions. This report presents their main findings and recommendations.

Book excerpt: The original California Master Plan of Higher Education came into effect after the signing of Senate Bill 33, also known as the Donahue Act (California Department of Education, 1960). The Master Plan faced drastic demographic changes, growth in enrollment, and severe budget cuts between 1980 and 2010. During these difficult times the state legislation made an additional attempt to help alleviate some of the strain by creating a new bill--SB 1440: Student Achievement Reform Act--which came into effect to help students transfer from a CCC to the GSU system and have a more seamless transfer pathway. In an effort to gain further insight, the researcher used Astin's theory of student involvement and Bolman and Deal's model of organizational structure. The purpose of this study was to examine student perceptions of the new transfer process, SB 1440: Student Transfer Achievement Reform (STAR) Act, between the Community College and Grand State University. The following questions were constructed based on the related literature: 1. What challenges or benefits did SB 1440: Student Transfer Achievement Reform Act, students encounter at Grand State? 2. What perceptions did the SB 1440: Student Transfer Achievement Reform Act students have regarding the transfer process from the community college to Grand State? 3. What recommendations did SB 1440: Student Transfer Achievement Reform Act students have for Grand State University to facilitate the transfer process? The study researched the perceptions of STAR students from the local Community Colleges to Grand State University. The study sought to provide administrators, faculty, and student services professionals with insight into the STAR students' perceptions of the new transfer pathway as well as any challenges and benefits they encountered during their transfer process. Furthermore, the study sought to provide recommendations to administrators, faculty, and student services professionals on possible improvements to services to facilitate the transfer process for future STAR students. This study utilized a mixed methods research approach. The study consisted of 61 STAR students who had transferred to Grand State University. Forty-one point one percent (41.1%) followed the SB 1440 transfer pathway for timely completion of degree, obtaining an associate degree, and being admitted to Grand State. Fifty-five point six percent (55.6%) were admitted into impacted programs. Furthermore, 57.1% had a positive transfer experience. The research provided insight on challenges STAR students experienced during their transfer process. Lack of communication from the two-year and four-year institutions created frustration for students seeking information regarding the new transfer pathway. The benefits highlighted were admission to their four-year school of choice and admission into impacted programs. The study revealed the importance of a more structured transfer pathway and is highly recommended in order for future SB 1440 students to persist toward the completion of their bachelor's degree in a timely manner.
