Book excerpt: The Puzzle of Peace moves beyond defining peace as the absence of war and develops a broader conceptualization and explanation for the increasing peacefulness of the international system. The authors track the rise of peace as a new phenomenon in international history starting after 1945. International peace has increased because international society has developed a set of norms dealing with territorial conflict, by far the greatest source of international war over previous centuries. These norms prohibit the use of military force in resolving territorial disputes and acquiring territory, thereby promoting border stability. This includes the prohibition of the acquisition of territory by military means as well as attempts by secessionist groups to form states through military force. International norms for managing international conflict have been accompanied by increased mediation and adjudication as means of managing existing territorial conflicts.

In 2006, the authors of The Peace Puzzle formed the Study Group on Arab-Israeli Peacemaking, a project supported by the United States Institute of Peace, to develop a set of "best practices" for American diplomacy. The Study Group conducted in-depth interviews with more than 120 policymakers, diplomats, academics, and civil society figures and developed performance assessments of the various U.S. administrations of the post-Cold War period. This book, an objective account of the role of the United States in attempting to achieve a lasting Arab-Israeli peace, is informed by the authors' access to key individuals and official archives.

Book excerpt: This book asks how, and under what conditions, external-domestic interactions impact on peacebuilding outcomes during transitions to peace and democracy. Why do so many peacebuilding interventions in post-war states result in stalled transitions despite heavy international support? This book suggests a new interaction-based explanation for this puzzle and proposes an ‘analytical framework of peacebuilding interactions’. Based on eight cases of peacebuilding interactions, it demonstrates that the limited rationality of the actors involved in external-domestic interactions influenced the post-war transition results in Kosovo. Drawing on interviews and focus groups, the insights build on the process tracing of peacebuilding reforms in the area of Local Governance and Police Reform, with a specific focus at the local level. Through an in-depth analysis of peacebuilding negotiations, this book shows how peacebuilders’ use of ad hoc interaction tactics – intended as heuristics to simplify decision-making in overly complex post-war environments – have the unintended effect of offering domestic actors additional leeway to prioritise their domestic agenda, often at the expense of achieving full democratisation. The resulting consequences of these actions mean that, even in highly resourced interventions, such as those implemented in Kosovo, stalled transitions become one of the most likely outcome of the peacebuilding process. This book will be of much interest to students of peacebuilding, war and conflict studies, European politics, security studies and IR in general.

Until recendy, the concept and process of child DDR has either been completely ignored, subsumed as part of adult processes or has been treated by academics, policymakers and international organisations as a peripheral issue in attempts to consolidate peace and security. This thesis seeks to fill this crucial gap in the literature by analysing each step of the DDR programme in liberia, carefully isolating childspecific causalities, interventions and implications from the broader peacebuilding processes. Based on this disaggregation, it argues that addressing the needs of child soldiers through a comprehensive and dedicated child-specific DDR programme has not only been vital to the achievement of short, medium term, and long-term peacebuilding objectives in liberia, but should also be considered an essential "peace" of the puzzle in other pertinent post-conflict situations.
