The author used a survey and a set of interviews to question NSW personnel as to their knowledge, attitudes, perceptions and insight on the PC's capabilities, selecting any experience with the PC by NSW personnel. The author translates this experience into how to best use the PC and how to modify or improve its capabilities. By all accounts the PC is versatile and inexpensive to operate. It gives the NSW community an asset that is capable of extended operations, greater connectivity with all levels of operations, and increased employment options for all future NSW assets.

Book excerpt: The Cyclone Class Patrol Coastal (PC) ship is a valuable asset that the Theater Commander-in-Chief (CINC) uses in his plan for engagement in his Area of Responsibility. These ships provide a capability needed for the conduct and support of Special Operations missions in the littoral waters of the world. Lessons learned as a result of escorting tankers during Operation Earnest Will and patrolling and interdicting ships along the coasts of Iraq during the Gulf War brought about the Cyclone Class PC ship. Since 1993, the PC has proven an important asset in the engagement strategy of Theater CINCs. As a Special Forces asset, they are capable of conducting or directly supporting the following Special Operations missions: Unconventional Warfare, Direct Action, Special Reconnaissance, Foreign Internal Defense, and Counterterrorism. In addition to these operations, their inherent capabilities make them suitable for employment in additional missions: Counterdrug, Security Assistance, Humanitarian Assistance, Personnel Recovery, and Support to Coalitions. The ability to conduct these missions makes the PC a viable and flexible asset for the CINC to use in creating and maintaining a common bond with countries within his region. There are currently not enough PCs to accommodate all of the CINCs' requests. The present U.S. Special Operations Command (USSOCOM) plan calls for a force reduction to 6 PCs by the year 2005. Unless this trend is halted, the CINCs will lose a very important tool for conducting littoral operations. The author recommends allocating the funding needed to maintain the current PC force level in the fleet, continuing to look at options that will ensure all CINCs receive the PC availability they need to accomplish their missions, and look to the future for a replacement vessel once the service life of the PC has terminated.

The communications capabilities of the new vessel class is of particular interest to its designers. The purpose of this thesis is to analyze the ship/shore data communications need as perceived by the operators. The theoretical framework of the study is based on economic theory and demand forecasting. Communications needs are estimated through a survey of operators both afloat and ashore with experience in the present POINT class patrol boat. Several implementation considerations are presented which, although not directly affecting the communications requirements, are important factors to the survey respondents. Three levels of service, or tiers, are then offered to meet the ship/shore communications needs identified in this study.

Book excerpt: More than 174,000 sailors served in South Vietnam between 1960 and 1972.1 At the height of the U.S. Navy's involvement in South Vietnam, the Navy's coastal and riverine forces included more than 30,000 sailors and over 350 patrol vessels ranging in size from riverboats to destroyers.2 Naval Forces Vietnam, the Navy's major South Vietnam command, also operated minesweepers, floating barracks and maintenance ships, a fleet of maritime patrol aircraft, and helicopter gunships. Shore facilities included one of the largest and finest ports in the world, Cam Ranh Bay, as well as many smaller bases spread out along the 1,200-mile coastline of South Vietnam and its major rivers.Besides being large and resources-intensive, the Navy's war in South Vietnam was a stark departure from the oceanic or "blue water" operations that characterized much of the U.S. Navy's 20th-century history. The capital ships of the "brown water" (riverine) and "green water" (coastal) navy were not battleships, ballistic missile submarines, or aircraft carriers but small boats, many of which were converted World War II-era landing craft or modified commercial craft. Vietnam was a decidedly low-tech, manpower intensive operation--an anathema to a navy focused on fleet operations and cutting edge technology.
