In recent years, electoral opportunities have opened, and Islamist movements have seized them. But those opportunities, while real, have also been sharply circumscribed. Elections may be freer, but they are not fair. The opposition can run but it generally cannot win. Semiauthoritarian conditions prevail in much of the Arab world, even in the wake of the Arab Spring. How do Islamist movements change when they plunge into freer but unfair elections? How do their organizations (such as the Muslim Brotherhood) and structures evolve? What happens to their core ideological principles? And how might their increased involvement affect the political system? In When Victory Is Not an Option, Nathan J. Brown addresses these questions by focusing on Islamist movements in Egypt, Jordan, Kuwait, and Palestine. He shows that uncertain benefits lead to uncertain changes. Islamists do adapt their organizations and their ideologies do bend—some. But leaders almost always preserve a line of retreat in case the political opening fizzles or fails to deliver what they wish. The result is a cat-and-mouse game between dominant regimes and wily movements. There are possibilities for more significant changes, but to date they remain only possibilities.

Drawing upon more than 20 years of policy literature, field-based interviews and recently declassified or leaked documents, he details how these frameworks have led to struggles over influencing Palestinian political and economic behaviour, and attempts to mould the class character of Palestinian society and its leadership. A dystopian vision of Palestine emerges as the by-product of this complex asymmetrical interaction, where nationalism, neo-colonialism and `disaster capitalism' both intersect and diverge. In order to circumscribe this broad problematic, the empirical data was drawn from organizations working within three sectors: in health, in gender and development, and in human rights and democracy. As the empirical investigation for this study proceeded, this study became aware that an examination of the sites where the ‘global’ and the ‘local’ intersect and intertwine is inseparable from an analysis of the effects of new transnational relations, specifically the aid system, and their impact on local social formations. This is to say that local actors and social structures do not remain static, but are transformed as they are drawn into new transnational relations and then seek to negotiate their place within the aid industry and their relations with donors and international NGOs.

The reigning consensus in elite and academic circles is that the United States must seek to resolve the Palestinians' conflict with Israel by implementing the so-called two-state solution. Establishing a Palestinian state, so the thinking goes, would be a panacea for all the region’s ills. In a time of partisan gridlock, the two-state solution stands out for its ability to attract supporters from both sides of America's ideological divide. But the great irony is that it is one of the most irrational and failed policies the United States has ever adopted. Between 1970 and 2013, the United States presented nine different peace plans for Israel and the Palestinians, and for the past twenty years, the two state solution has been the centerpiece of U.S. Middle East policy. But despite this laser focus, American efforts to implement a two-state peace deal have failed—and with each new attempt, the Middle East has become less stable, more violent, more radicalized, and more inimical to democratic values and interests. In The Israeli Solution, Caroline Glick, senior contributing editor to the Jerusalem Post, examines the history and misconceptions behind the two-state policy, most notably: - The huge errors made in counting the actual numbers of Jews and Arabs in the region. The 1997 Palestinian Census, upon which most two-state policy is based, wildly exaggerated the numbers of Palestinians living in the West Bank and Gaza. - Neglect of the long history of Palestinian anti-Semitism, refusal to negotiate in good faith, terrorism, and denial of Israel’s right to exist. - Disregard for Israel’s stronger claims to territorial sovereignty under international law, as well as the long history of Jewish presence in the region. - Indifference to polling data that shows the Palestinian people admire Israeli society and governance. Both provinces exhibited a strikingly cohesive history of modernisation, and as the Ottoman Empire began to recede, the education systems, taxation and bureaucracy which were left behind formed the foundation of administration in the Palestinian authority today. The reign of Sultan Abdulmecid I saw great changes in Palestine, in line with the Tanzimat reform programme. These changes included the monetisation of the economy, structural changes in land ownership, legal reform, moves towards Ottoman centralisation and the first European immigration to the area. Education was expanded to the lower classes, and Arab and Palestinian nationalism and Islamic movements began to stir by the end of the century as the first Zionist settlers arrived. At the heart of these radical shifts in thought and infrastructure were the new administrative centres established by the Ottomans during this period of re-organisation. Drawing extensively on official Ottoman records, Farid Al-Salim charts the transformation of one such centre, Tulkarm, from a small village in central Palestine to a seat of administrative reform in order to provide a new account of the forces behind the formation of modern Palestine.
