The 48 Group Club a China friendly group of former UK ambassadors and Prime Ministers were embarrassed by their connections to a Club founded by key members of the Chinese Communist Party of Britain who's chair Stephen Perry suggested that China's approach to world order and rule was superior to democracy and the UK should embrace them. Asked if he believed the lawsuit was an effort by the Chinese government to stop the publication of his book, Mr. Hamilton said: “I have no evidence of that, although it should be noted that the Chinese government has used lawfare in the past.” Lawfare is the use of legal action as part of a campaign against a target. Governments around the world are in the early stages of a repositioning of power, as China rises and the United States is drawn into direct competition. However, some are beginning to wonder whether, for all of the economic benefits, engaging with China carries unseen dangers. The Chinese Communist Party is now determined to reshape the world in its image. The party is not interested in democracy. It divides the world into those who can be won over and enemies. They have already lured many leaders to their corner; others are weighing up a devil's bargain. Through its exercise of ‘sharp power,’ the party is weakening global institutions, aggressively targeting individual corporations, and threatening freedom of expression from the arts to academia. At the same time, security services are increasingly worried about incursions into our communications infrastructure. Indeed, the vaunted Great Firewall is a temporary measure, only necessary until the party has transformed the global conversation. In December 2019, the CCP's obsession with social control led it to suppress expert warnings about the coronavirus outbreak in Wuhan. Most alarming for the West was the active collaboration of the WHO in spreading the CCP's version of events. It was a shocking example of the widespread co-optation of global institutions by the CCP, as described in Hidden Hand. As soon as Beijing thought it had the virus under control, it began a global propaganda blitz, presenting China's authoritarian system as a model for the rest of the world. Western media and pundits soon began echoing the Party line. Hidden Hand is a detailed and devastating expose of Chinese Communist Party influence in the West, including Canada. It could not arrive at a better time in Canada, with relations between Ottawa and Beijing reaching breaking point after two years of mounting tension. China's bullying behaviour, and the mobilising of people loyal to the Chinese Communist Party on the streets of Canada's cities, has caused deep disquiet among Canadians. Book excerpt: From the Introduction: The principal question that is posed in this study is, what has been the influence of Mao’s united front doctrine on China’s foreign policy? A related but secondary question is also considered: In what ways, if any, has China's participation in the international system caused Peking to revise its conception of a united front in world politics? Insofar as Mao's thoughts about united fronts are part of the total array of theories and operational principles that make up the Chinese communist “ideology,” this essay considers one aspect of the relationship between ideology and foreign policy. Since this question has long been the subject of a mostly inconclusive and often circular academic debate, [Armstrong states his] reasons for returning to it here. The first is that the problem is no less important because it admits of no easy solution. Indeed, with the breakdown in the twentieth century of even the limited consensus over norms and values that permitted a great power concert to exist for part of the nineteenth, the question is clearly one of major significance in contemporary international relations. Since China has become in many ways a symbol of the postwar ideological challenge to the established order in world politics, the question is particularly relevant in a study of China’s foreign policy. Finally, by combining a strictly limited focus of enquiry with a systematic approach to the problem it may be possible to overcome some of the analytical difficulties that surround the larger issue of the relation of ideas to social practice. Book excerpt: People’s Wars in China, Malaya, and Vietnam explains why some insurgencies collapse after a military defeat while under other circumstances insurgents are able to maintain influence, rebuild strength, and ultimately defeat the government. The author argues that ultimate victory in civil wars rests on the size of the coalition of social groups established by each side during the conflict. When insurgents establish broad social coalitions (relative to the incumbent), their movement will persist even when military defeats lead to loss of control of territory because they enjoy the support of the civilian population and civilians will not defect to the incumbent. By contrast, when insurgents establish narrow coalitions, civilian compliance is solely a product of coercion. Where insurgents implement such governing strategies, battlefield defeats translate into political defeats and bring about a collapse of the insurgency because civilians defect to the incumbent. The empirical chapters of the book consist of six case studies of the most consequential insurgencies of the 20th century including that led by the Chinese Communist Party from 1927 to 1949, the Malayan Emergency (1948–1960), and the Vietnam War (1960–1975). People’s Wars breaks new ground in systematically analyzing and comparing these three canonical cases of insurgency. The case studies of China and Malaya make use of Chinese-language archival sources, many of which have never before been used and provide an unprecedented level of detail into the workings of successful and unsuccessful insurgencies. The book adopts an interdisciplinary approach and will be of interest to both political scientists and historians.
