Book excerpt: Between the two competitors for the delivery of Azerbaijani gas to Europe Nabucco West and the Trans-Adriatic Pipeline (TAP) the winner is the latter, a project designed to transport Caspian gas via Greece and Albania and across the Adriatic Sea to southern Italy. The EU welcomed the decision of the Shah Deniz consortium. Yet the political objective of the Southern Corridor was to diversify gas supply to Europe and reduce the energy dependence of some EU member states on Russia. With TAP as the winner, it is questionable whether the EU has truly met these goals. As for Azerbaijan, the selection of TAP can be viewed as a commercially sound decision and a political balancing act by Baku to gain access to European markets and to avoid angering the Kremlin. Yet this choice came only after President Alyev failed to convince the EU to take a clearer stance on the Nagorno-Karabakh conflict resolution process in exchange for Nabucco West. For its part, the EU has failed to be a credible actor in the region, able to defend its interests by diversifying energy supplies, decreasing the energy dependence of some member states on Russia and contributing to regional security in the South Caucasus.

Are Azerbaijan's oil and gas more important than European values? Since the 19th century, Azerbaijan has been known worldwide as one of the most important oil suppliers. At the beginning of the 20th century, Azerbaijan supplied the Russian Tsarist Empire with its oil, during the Second World War its successor, the USSR, and since the late 1990s Azerbaijan has aspired to play an important role in European energy security. Today, Azerbaijani oil and gas are of great importance to the EU and many other countries in the region. After Azerbaijan joined the European Council in 2001, several agreements and contracts for the supply of natural gas and oil followed. A new pipeline was even built to transport the minerals to the EU more quickly and easily. This seems to be at odds with the current governance and human rights situation in the country. Again and again, major accusations have been made against the government: war crimes, persecution of political opposition, restrictions on media freedom and freedom of expression, and generally no democratic governance.

Book excerpt: The Caspian Sea region has hitherto largely been investigated from a `New Great Game’ perspective that depicts the region as a geopolitical battle­ground between regional and external great powers, where tensions have been exacerbated by the sea’s rich natural resources, strategic location, and legal disagreements over its status. This book, by contrast, portrays a new image of the region, which still ac­knowledges the difficulties and problematic starting situation of power poli­tics there. It, however, seeks to show that there are ways forward by identifying mechanisms and means to transform the `New Great Game’ into processes of functional co-operation. Drawing on theoretical insights from a functionalist framework, this book examines three intertwined case studies, namely the Baku-Tbilisi-Ceyhan pipeline (BTC), the Southern Gas Corridor (SGC), and the Caspian Environmental Program (CEP). It shows that lessons learned from environmental co-operation have influenced the discussion over the un­certain legal status of the sea, which culminated in the signing in 2018 of the Convention on the legal status of the Caspian Sea. This book analyzes the three phases of the BTC and the SGC projects: the planning of the pipeline, its construction, and its use, none of which have been adequately addressed yet. This book illustrates the increasing role of actors beyond and besides the states in the Caspian Sea region, such as transnational corporations, non-governmental organizations, and intergovernment organizations.
