Book excerpt: Through the prism of a Nepali remittance village, this book critically examines poverty and livelihood dynamics remade through transnational labour migration and remittances, and their interrelationships with land, rural labour and agriculture. The concept of The Remittance Village emphasises rural people’s transnational mobilities as a key feature of contemporary dynamics in many parts of the Global South, which are reconfiguring rural social, economic and ecological textures. Sunam challenges complacent linear narratives that assume new opportunities such as transnational migration, and remittances provide better pathways for the rural poor to come out of poverty, as well as narratives that understate the importance of land and farming for the rural poor. He demonstrates both that new opportunities are inaccessible for many poor people and that accessing these opportunities often engenders increased precarity and vulnerability. In The Remittance Village, he finds that even those accessing new opportunities are successful only when their household member(s) are simultaneously engaged in in-situ (non-)agricultural activities. This book is a valuable resource for scholars and students from a range of interdisciplinary backgrounds, including human geography, anthropology of development, and sociology. It is also recommended reading for policy makers, international development agencies and I/NGOs working on rural development in the Global South. Book excerpt: Given the limited economic opportunities in rural Nepal, the desire of young men of all income and education levels, castes and ethnicities to migrate has never been higher. Crossing the Border to India provides an ethnography of male labor migration from the western hills of Nepal to Indian cities. Jeevan Sharma shows how a migrant’s livelihood and gender, as well as structural violence impacts his perceptions, experiences, and aspirations. Based on long-term fieldwork, Sharma captures the actual experiences of crossing the border. He shows that Nepali migration to India does not just allow young men from poorer backgrounds to “save there and eat here,” but also offers a strategy to escape the more regimented social order of the village. Additionally, migrants may benefit from the opportunities offered by the “open-border” between India and Nepal to attain independence and experience a distant world. However, Nepali migrants are subjected to high levels of ill treatment. Thus, while the idea of freedom remains extremely important in Nepali men’s migration decisions, their actual experience is often met with unfreedom and suffering.

Book excerpt: In Far West Nepal - an area extremely impoverished also by Nepalese standards - labour migration to India has been an integral part of the livelihood strategies of the majority of people for several generations. This research is based on case studies among male and female migrants in Delhi coming from four villages of Far West Nepal. The analysis focuses on selected aspects of the migrants' daily lives, such as working and living conditions, management of loans and savings, and remittance transfer. It was found, that the whole migration process is mainly facilitated by transnational kin and friendship networks. To grasp the geographical and social dimensions of the migrant's lives an integrative approach in joining the sustainable livelihoods approach, Bourdieu's theory of practice, the concept of social capital and the concept of transnational migration was developed. Further results show, that the majority of the migrants are male. The unskilled migrants occupy a distinct niche, in which men have been working as watchmen and car cleaners for generations. The job market is highly organized since jobs are handed over and sold within networks. If wives of migrants are in Delhi for longer periods, they engage in housekeeping. For financial needs migrants established their own informal savings and credit associations. Although migration is firstly seen as an opportunity by the migrants, it can as well perpetuate debt and dependency and entail that they remain migrants for their whole lives.

Book excerpt: Using two rounds of nationally representative household survey data in this study, the authors measure the impact on poverty in Nepal of local and international migration for work. They apply an instrumental variable approach to deal with nonrandom selection of migrants and simulate various scenarios for the different levels of work-related migration, comparing observed and counterfactual household expenditure distribution. The results indicate that one-fifth of the poverty reduction in Nepal occurring between 1995 and 2004 can be attributed to increased levels of work-related migration and remittances sent home. The authors also show that while the increase in work migration abroad was the leading cause of this poverty reduction, internal migration also played an important role. The findings show that strategies for economic growth and poverty reduction in Nepal should consider aspects of the dynamics of domestic and international migration.

Book excerpt: This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.
