Presidents are elected by popular vote in the nation (filtered through the electoral college), Senators are elected by popular vote in their states, and Representatives are elected by popular vote in their Congressional districts. Cabinet members and agency heads are appointed by the elected president, as are members of the Supreme Court. But this says nothing about politics. Professor Lauman and Knoke have asked, in this book, how policies were made, in the period 1977-1980, in the areas of energy and health. The question is a very different one from the question of how the positions of president and Congress are filled.

His analysis shows that corporate property rights and the legal basis of ownership are crucial to understanding corporate behavior. The book examines how historical transitions affected the three most significant corporate transformations in the last 110 years (1880s–1900s, 1920s–1930s, 1980s–1990s). During each period, in response to economic crisis, big business engaged in political behavior to pressure state managers to realign the institutional arrangements in which corporations were embedded. The historical multicausal method shows that economic crisis, managerial inefficiencies, dependence on external capital markets, and the political processes of redefining corporate property rights and corporate tax laws are crucial to understanding corporate transformation.

Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. Hirschman makes a basic distinction between alternative ways of reacting to deterioration in business firms and, in general, to dissatisfaction with organizations: one, “exit,” is for the member to quit the organization or for the customer to switch to the competing product, and the other, “voice,” is for members or customers to agitate and exert influence for change “from within.” The efficiency of the competitive mechanism, with its total reliance on exit, is questioned for certain important situations. As exit often undercuts voice while being unable to counteract decline, loyalty is seen in the function of retarding exit and of permitting voice to play its proper role. The interplay of the three concepts turns out to illuminate a wide range of economic, social, and political phenomena. As the author states in the preface, “having found my own unifying way of looking at issues as diverse as competition and the two-party system, divorce and the American character, black power and the failure of ‘unhappy’ top officials to resign over Vietnam, I decided to let myself go a little.”
