They sometimes educate the public about administrative processes and initiate probes of systemic issues in need of amelioration or change. The first half is devoted to examining issues related to the Ombudsman's mandate, power and procedures. This includes developments with respect to the scope of the Ombudsman's function, matters related to the Ombudsman's accessibility, the process for reviewing complaints and the Ombudsman's jurisdiction. The second half of the report examines in considerable detail the Ombudsman's relationship with the government and the Legislature.
