It is also a book about the changing political economy of British capitalism's relationship to the European and wider global economies. It focuses on the creation in 2010 and subsequent operation of the independent body created to oversee fiscal rectitude in Britain, the Office for Budget Responsibility (OBR). More broadly, it analyses the politics of economic management of the UK's uncertain trajectory, and of British capitalism's restructuring in the 2010s and 2020s in the face of the upheavals of the global financial crisis (GFC), Brexit and COVID. A focus on the intersection between expert economic opinion of the OBR as UK's fiscal watchdog, and the political economy of British capitalism's evolution through and after Brexit, animates a framework for analysing the politics of technocratic economic governance. The technocratic vision of independent fiscal councils fails to grasp a core political economy insight: that economic knowledge and narratives are political and social constructs. The book unpacks the competing constructions of economic reason that underpin models of British capitalism, and through that inform expert economic assessment of the UK economy. It also underlines how contestable political economic assumptions undergird visions of Britain's international economic relations. These were all brought to the fore in economic policy debates about Britain's place in the world, which in the 2010s centred on Brexit. This book analyses OBR forecasting and fiscal oversight in that broader political context, rather than as a narrowly technical pursuit.

Book excerpt: The majority of policymakers, academics, and members of the general public expected British citizens to vote to remain in the European Union in the 2016 referendum. This perception was based on the well-established idea that voters don't like change or uncertainty. So why did the British public vote to take such a major economic risk? Framing Risky Choices addresses this question by placing the Brexit vote in the bigger picture of EU and Scottish independence referendums. Drawing from extensive interviews and survey data, it asserts that the framing effect – mobilizing voters by encouraging them to think along particular lines – matters, but not every argument is equally effective. Simple, evocative, and emotionally compelling frames that offer negativity are especially effective in changing people's minds. In the Brexit case, the Leave side neutralized the economic risks of Brexit and proposed other risks relating to remaining in the EU, such as losing control of immigration policy and a lack of funding for the National Health Service. These concrete, impassioned arguments struck an immediate and familiar chord with voters. Most intriguingly, the Remain side was silent on these issues, without an emotional case to present. Framing Risky Choices presents a multi-method, comparative, state-of-the-art analysis of how the Brexit campaign contributed to the outcome. Uncovering the core mechanism behind post-truth politics, it shows that the strength of an argument is not its empirical validity but its public appeal.

Book excerpt: Why is there a disparity in the levels of technical and institutional capacity of national statistical offices (NSOs) in the Latin American and Caribbean region? There is a consensus about the importance of having up-to-date and quality official statistics. The data from censuses, household surveys, and administrative records are an essential input for decision-making, and for the design, implementation, and evaluation of public policies in a country. However, this recognition of the value of statistics does not necessarily translate into greater support for the institutions responsible for their production. To understand the disparity in the capacity of NSOs, the publication provides an innovative approach: it uses the theoretical framework of the study of State capacity, and it develops a methodological framework to compare the political economy factors that influence statistical capacity, through case studies in ten countries of the region: Argentina, Bolivia, Brazil, Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, and Peru. Additionally, the publication offers a series of recommendations to strengthen the capacity of NSOs in the region, which include the implementation of institutional reforms to modernize the legal frameworks that govern NSOs in order to grant them more autonomy and allow them to assume a coordinating role of the national statistical system; the greater use of administrative records; the promotion of a dialogue between the NSOs and the community of data users; the establishment of links with non-governmental and international actors; and adherence to international standards and best practices for the production and dissemination of official statistics.

This study explores state-civil society relations in contemporary Uganda, from 1986 to the present, in order to illustrate and explain the scope for and capacity of different social forces to create access to and democratise the state. The study interrogates state-civil society relations under the incumbent National Resistance Movement government as these are expressed through forms of interest representation and conflict regulation in different political arenas. It analyses this problem through an empirical study of the health sector at both national and local levels. Changes in the health regime - the rules and practices that regulate health politics - are analysed by a historical reconstruction of how different health regimes evolved from demands from social forces on the colonial and post-colonial state, in relation to broader patterns of political change. The ruling political coalition from 1986 has promoted a model for capitalist development based on donor-driven economic growth, institutional reform and political monopoly - what is referred to in the study as technocratic governance. Throughout, however, the technocratic tendency has been shaped in relation to the political economy of militarism as a more openly repressive form of authoritarian rule. The study argues that limits to democratisation of state society relations within the health sector and of Ugandan politics at large are best explained by relations of domination in society, within the state and among external political forces. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.
