Book excerpt: This book examines the practice of international election observation in a Caribbean context. It presents a survey of the Commonwealth Caribbean perspective and a concise case study of Guyana between 1964 and 2015. This research traces the roots of election observation and how this practice became integrated into the landscape of Caribbean electoral politics. More specifically, the study examines the process by which election observers have become key actors in elections in the Commonwealth Caribbean. One of the issues the book contemplates is why Caribbean countries accept the imposition of observation within the context of sovereignty. The case of Guyana and other Anglophone Caribbean states shows the costs of not having observers have been multidimensional and have eclipsed concerns of respecting state sovereignty.

Book excerpt: A comprehensive look at how violence has been used to manipulate competitive electoral processes around the world since World War II Throughout their history, political elections have been threatened by conflict, and the use of force has in the past several decades been an integral part of electoral processes in a significant number of contemporary states. However, the study of elections has yet to produce a comprehensive account of electoral violence. Drawing on cross-national data sets together with fourteen detailed case studies from around the world, Electoral Violence, Corruption, and Political Order offers a global comparative analysis of violent electoral practices since the Second World War. Sarah Birch shows that the way power is structured in society largely explains why elections are at risk of violence in some contexts but not in others. Countries with high levels of corruption and weak democratic institutions are especially vulnerable to disruptions of electoral peace. She examines how corrupt actors use violence to back up other forms of electoral manipulation, including vote buying and ballot stuffing. In addition to investigating why electoral violence takes place, Birch considers what can be done to prevent it in the future, arguing that electoral authority and the quality of electoral governance are more important than the formal design of electoral institutions. Delving into a deeply influential aspect of political malpractice, Electoral Violence, Corruption, and Political Order explores the circumstances in which individuals choose to employ violence as an electoral strategy.

Why do pseudo-democrats—undemocratic leaders who present themselves as democratic—invite international observers, even when they are likely to be caught manipulating elections? Is election observation an effective tool of democracy promotion, or is it simply a way to legitimize electoral autocracies? In The Pseudo-Democrat's Dilemma, Susan D. Hyde explains international election monitoring with a new theory of international norm formation. Hyde argues that election observation was initiated by states seeking international support. International benefits tied to democracy give some governments an incentive to signal their commitment to democratization without having to give up power. Invitations to nonpartisan foreigners to monitor elections, and avoiding their criticism, became a widely recognized and imitated signal of a government's purported commitment to democratic elections.Hyde draws on cross-national data on the global spread of election observation between 1960 and 2006, detailed descriptions of the characteristics of countries that do and do not invite observers, and evidence of three ways that election monitoring is costly to pseudo-democrats: micro-level experimental tests from elections in Armenia and Indonesia showing that observers can deter election-day fraud and otherwise improve the quality of elections; illustrative cases demonstrating that international benefits are contingent on democracy in countries like Haiti, Peru, Togo, and Zimbabwe; and qualitative evidence documenting the escalating game of strategic manipulation among pseudo-democrats, international monitors, and pro-democracy forces.

He has also advised on election organization and management in Jamaica, Kenya, Liberia, Malawi, Mozambique, Nigeria, South Africa, and Sierra Leone. Mr. Dundas led Commonwealth Secretariat’s electoral technical assistance missions to Guyana, Kenya, Malawi, Namibia, Nigeria, Sierra Leone, South Africa, Tanzania/Zanzibar, and Zambia. He carried out assignments in areas such as designing electoral frameworks for a neutral and impartial electoral management body, the establishment of instruments for the transition from a military one-party to a multiparty system, and has organised capacity-building seminars and workshops. Mr. Dundas was Chairman of the Electoral Boundary Delimitation Commission of the Cayman Islands in 2003 and 2010. As an Election Legal Consultant from 2001 to 2006, Mr. Dundas advised many election management bodies (EMBs) on reform and modernisation, including Aceh (Indonesia), Antigua & Barbuda, Botswana, Cayman Islands, Guyana, Lesotho, Liberia, Nigeria, and Tanzania. In 2006 to 2010, Mr. Dundas took up an appointment as the Chief of Party of the International Foundation for Electoral Systems’ (IFES’) and African Union Support Program (funded by USAID) to advise the African Union on the establishment of a Democracy and Electoral Assistance Unit. In 2011, he returned to private consultancy with an assignment from Commonwealth Secretariat as a consultant to the Independent National Electoral Commission (INEC) of Nigeria and shortly thereafter he accepted an appointment as IFES’ Country Director in Nigeria.
