Part 3 sets out a program of change in the Dept.'s internal operations, such as waste management and energy efficiency initiatives. Finally, performance measures to determine achievement of goals are discussed. The appendix includes a glossary, a summary of northern consultations regarding the strategy, and a baseline study of grants, subsidies and taxes to identify barriers to sound environmental practices.
