Book excerpt: In its first seven years, the North American Free Trade Agreement (NAFTA) tripled trade and quintupled foreign investment among the U.S., Mexico, and Canada, increasing its share of the world economy. In 2001, however, North America peaked. Trade slowed among the three, manufacturing jobs shrunk, and illegal migration and drug-related violence soared. Europe caught up, and China leaped ahead. In The North American Idea , eminent scholar and policy-maker Robert A. Pastor explains that NAFTA's mandate was too limited to address the new North American agenda. Instead of offering bold initiatives like a customs union to expand trade, the three leaders thought small. Interest groups stalemated the small ideas as they inhibited the bolder proposals, and the governments accomplished almost nothing. To overcome this resistance and re-invigorate the continent, the leaders need to start with an idea based on a principle of interdependence. If one country fails, all three are harmed, and if one grows, they all benefit. Drawing on first-hand experience as a policy-maker and analyst, Pastor shows how this idea--once woven into the national consciousness of the three countries--could mobilize public support for continental solutions to problems that have confounded each nation working on its own. To stimulate trade and reduce illegal migration, for example, the three countries could set up a fund to invest in the continent's infrastructure. Such a fund would be impossible without leadership and an idea of the continent's current importance and its future promise. His revolutionary fervor led himto see Indians as "merciless savages" who ravaged the frontiers at the Britishking's direction, but when those frontiers were pacified, a more benevolentJefferson encouraged these same Indians to embrace republican values. AfricanAmerican slaves, by contrast, constituted an unassimilable captive nation, unjustlywrenched from its African homeland. His great panacea: colonization. Jefferson's ideas about race revealthe limitations of his conception of American nationhood. Yet, as Onuf strikinglydocuments, Jefferson's vision of a republican empire--a regime of peace, prosperity, and union without coercion--continues to define and expand the boundaries ofAmerican national identity.

The Center of Military History first published this work in 1956 as a textbook for senior ROTC courses. The history of an active organization tends to expand rapidly as the organization grows larger and more complex. The period since the Vietnam War, at which point the most recent edition ended, has been a significant one for the Army, a busy period of expanding roles and missions and of fundamental organizational changes. In particular, the explosion of missions and deployments since 11 September 2001 has necessitated the creation of additional, open-ended chapters in the story of the U.S. Army in action. This first volume covers the Army's history from its birth in 1775 to the eve of World War I. By 1917, the United States was already a world power. The Army had sent large expeditionary forces beyond the American hemisphere, and at the beginning of the new century Secretary of War Elihu Root had proposed changes and reforms that within a generation would shape the Army of the future. But world war-global war-was still to come. The second volume of this new edition will take up that story and extend it into the twenty-first century and the early years of the war on terrorism and includes an analysis of the wars in Afghanistan and Iraq up to January 2009.

Book excerpt: As a country with enormous economic, military, and cultural power, the United States can seem an overwhelming neighbour - one that demands consideration by politicians, thinkers, and cultural figures. Prejudice and Pride examines and compares how English and French Canadian intellectuals viewed American society from 1891 to 1945. Based on over five hundred texts drawn largely from the era's periodical literature, the study reveals that English and French Canadian intellectuals shared common preoccupations with the United States, though the English tended to emphasize political issues and the French cultural issues. Damien-Claude Belanger's in-depth analysis of anti-American sentiment during this era divides Canadian thinkers less along language lines and more according to their political stance as right-wing, left-wing, or centrist. Significantly, the era's discourse regarding American life and the Canadian-American relationship was less an expression of nationalism or a reaction to US policy than it was about the expression of wider attitudes concerning modernity.
