Book excerpt: Intensifying geopolitical rivalries, rising defence spending and the proliferation of the latest military technology across Asia suggest that the region is set for a prolonged period of strategic contestation. None of the three competing visions for the future of Asian order – a US-led ‘Free and Open Indo-Pacific’, a Chinese-centred order, or the ASEAN-inspired ‘Indo-Pacific Outlook’ – is likely to prevail in the short to medium term. In the absence of a new framework, the risk of open conflict is heightened, and along with it the need for effective mechanisms to maintain peace and stability. As Asia’s leaders seek to rebuild their economies and societies in the wake of COVID-19, they would do well to reflect upon the lessons offered by the pandemic and their applicability in the strategic realm. The societies that have navigated the crisis most effectively have been able to do so by putting in place stringent protective measures. Crisis-management and -avoidance mechanisms – and even, in the longer term, wider arms control – can be seen as the strategic equivalent of such measures, and as such they should be pursued with urgency in Asia to reduce the risks of an even greater calamity.

Combined with this is a discussion of the regions that constitute their production centers. The authors’ intensive research on photonics and entertainment media firms, both large and small, leads them to question some basic assumptions behind the new regionalism and to develop an alternative framework for understanding regional economic development policy. Finally, there is a re-examination of what the regional question means for the concept of the learning region. Although the end of the cold war may open up new regional space for regional great powers to exploit and so make them more important in providing for regional order, the autonomy of regions may still easily be overestimated.

In Development in Multiple Dimensions, Alexander Lee examines the origins of success and failure in the public services of developing countries. Comparing states within India, this study examines how elites either control, or are shut out of, policy decisions and how the interests of these elites influence public policy. He shows that social inequalities are not single but multiple, creating groups of competing elites with divergent policy interests. Since the power of these elites varies, states do not necessarily focus on the same priorities: some focus on infrastructure, others on social services, and still others on both or neither. The author develops his ideas through quantitative comparisons and case studies focusing on four northern Indian states: Gujarat, West Bengal, Bihar, and Himachal Pradesh, each of which represents different types of political economy and has a different set of powerful caste groups. The evidence indicates that regional variation in India is a consequence of social differences, and the impact of these differences on carefully considered distributional strategies, rather than differences in ideology, geography, or institutions.

The events in Ukraine in Spring 2014 reconfirm that Thomas Friedman’s flattening of the world (based on the coincidence of the collapse of the Berlin Wall and the emergence of Netscape and the Web; workflow software; uploading; outsourcing; offshoring; supply-chaining; insourcing; in-forming; and “steroids” like Facebook and Instagram) goes hand in hand with the fact that, as postulated by Robert Kaplan, geography still matters in a global world. Globalization exists because of local processes, and local processes are ultimately shaped by globalization. Geography remains among the primary factors shaping a country’s foreign policy. This book addresses the most fundamental geopolitical issues observable in a region where the “great game” of geopolitics is particularly still alive – in East- and South-East Asia. The contemporary geopolitical situation in this part of the world is far from stable: the width and depth of economic integration in the region resonates with the nature of political relations, crises in the global financial system, climate change, and the regional security architecture inherited from the Cold-War era. In terms of power relations, the particular changes in the region’s status quo imply an immediate intensification of the PRC’s activities within the framework of political and security dialogue with its direct neighbors, ultimately leading to a rivalry between China and the United States. The studies presented in this book largely focus on East- and South-East Asian actors and problems, while studies of the situation in other global regions enrich the research by adding a global dimension to the study of regional geopolitical affairs.

With the end of the Cold War; states in differing legions of the world are taking their affairs more into their own hands and working out new arrangements for security that best suit their needs. This trend toward new &"regional orders&" is the subject of this book, which seeks both to document the emergence and strengthening of these new regional arrangements and to show how international relations theory needs to be modified to take adequate account of their salience in the world today. Rather than treat international politics as everywhere the same, or each region as unique, this hook adopts a comparative approach. It recognizes that, while regions vary widely in their characteristics, comparative analysis requires a common typology and set of causal variables. It presents theories of regional order that both generalize about regions and predict different patterns of conflict and cooperation from their individual traits. The editors conclude that, in the new world of regional orders, the quest for universal principles of foreign policy by great powers like the United States is chimerical and dangerous. The political and economic problems which confronted Carolingian kings of this region are discussed; and the later contribution of the secular ruler (duke, prince, and count) to the ’peace movement’ and peace in Aquitaine is reviewed. Two articles of wide scope discuss the character of the French aristocracy in the earlier middle ages, and consider connections between the acquisition of power and family inheritance patterns. The text of a Latin Conventum of the 11th century is printed with a new translation into English, while an especially written paper offers revised interpretations of this text, which has recently attracted much attention from historians.
