Book excerpt: The optimistic vision of a “Europe whole and free” after the fall of the Berlin Wall in 1989 has given way to disillusionment, bitterness, and renewed hostility between Russia and the West. In No Place for Russia, William H. Hill traces the development of the post–Cold War European security order to explain today’s tensions, showing how attempts to integrate Russia into a unified Euro-Atlantic security order were gradually overshadowed by the domination of NATO and the EU—at Russia’s expense. Hill argues that the redivision of Europe has been largely unintended and not the result of any single decision or action. Instead, the current situation is the cumulative result of many decisions—reasonably made at the time—that gradually produced the current security architecture and led to mutual mistrust. Hill analyzes the United States’ decision to remain in Europe after the Cold War, the emergence of Germany as a major power on the continent, and the transformation of Russia into a nation-state, placing major weight on NATO’s evolution from an alliance dedicated primarily to static collective territorial defense into a security organization with global ambitions and capabilities. Closing with Russia’s annexation of Crimea and war in eastern Ukraine, No Place for Russia argues that the post–Cold War security order in Europe has been irrevocably shattered, to be replaced by a new and as-yet-undefined order.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

The EU approach to security governance has been successful in its immediate neighbourhood: it has successfully exported its preferred norms and principles to applicant countries, thereby 'pacifying' its immediate neighbourhood and making all of Europe more secure. The EU governance orientation ultimately seeks to enlarge the European security community and expand the geopolitical area within which armed conflicts are inconceivable, and where state and private actors converge around a set of norms and rules of behaviour and engagement. The EU's success along its immediate boundaries has not yet been replicated on a global scale; it remains an open question whether the EU system of governance can be exported globally, owing to different normative structures (for example, a tolerance of armed conflict or non-democratic governance internally), great-power competition (such as US--China), or ongoing processes of securitization that has made it difficult to find a commonly accepted definition of security. Moreover, the EU system of security governance clashes with the continuing unwillingness of other major powers to cede or pool sovereignty as well as varying preferences for unilateral as opposed to multilateral forms of statecraft. This edited volume addresses both the practical and political aspects of security governance and the barriers to the globalization of the EU system of security governance, particularly in the multipolar post-Cold War era. This essay, the "The New European Disorder" suggests that the conflict in Ukraine has irretrievably broken the post-Cold War European order leaving no return to business as usual with Russia. But it has also not brought us back to the Cold War. The authors say "Europe must acknowledge that it has failed to understand post-Soviet Russia. Instead the EU must co-exist with its powerful neighbour, perhaps by cooperating with Russia's own integration project, the Eurasian Union (Russia, Kazakhstan, Belarus and in future probably Armenia and Kyrgyzstan). The EEU is certainly not the answer to everything ... but it could be a start towards negotiating a new European institutional order." The authors also argue that the sanctions policy is not a long-term solution. We risk increasing Russian isolationism, encouraging Russia to engage in military rather than economic competition, damaging Western trade with Russia, and encouraging other non-aligned powers to hedge against sanctions to protect themselves. The essay looks beyond sanctions to explore how Europe can encourage the development of a Russia the EU can live with instead of trying to re-fashion it in our image. The authors cite the United States' relationship with China--two regions co-evolving and engaging with each other but with clearly demarcated red lines--as a model for a new EU relationship with Russia. The essay outlines a roadmap for rebuilding engagement with Russia by: Maintaining NATO as the major provider of credible security guarantees for the territorial integrity of EU member states. As he makes clear, the culture of transatlantic security dependency casts a shadow over the ongoing project of reequilibrating the Euro-American alliance. U.S. prestige and power weigh all the heavier because of American ambivalence in coming to terms with its allies' ambitions. Agreeing on a conception of European Security and Defense Identity and measures to implement it has three requirements: clarifying a security agenda dominated by political goals; candid dialogue on the apprehensions the transatlantic partners have about each other; and dedication to perfecting multilateralism as the standard behavioral code for a more egalitarian alliance. Giving life to ESDI unavoidably will generate tensions and amplify a European voice that at times will grate on Washington's ears. However, as Brenner asserts, making multilateralism work is the best way to ensure that those negatives are outweighed by the value ESDI has for advancing U.S. as well as European interests. This is must reading for scholars, students, and policy makers involved with European security and international relations issues.
