Book excerpt: The first half of the twentieth century witnessed a wave of Filipino immigration to the United States, following in the footsteps of earlier Chinese and Japanese immigrants, the first and second “Asiatic invasions.” Perceived as alien because of their Asian ethnicity yet legally defined as American nationals granted more rights than other immigrants, Filipino American national identity was built upon the shifting sands of contradiction, ambiguity, and hostility. Rick Baldoz explores the complex relationship between Filipinos and the U.S. by looking at the politics of immigration, race, and citizenship on both sides of the Philippine-American divide: internationally through an examination of American imperial ascendancy and domestically through an exploration of the social formation of Filipino communities in the United States. He reveals how American practices of racial exclusion repeatedly collided with the imperatives of U.S. overseas expansion. But there is another story: the Chinese guerrilla forces who harassed the Japanese throughout the occupation played a crucial part in the escapes from Hong Kong's prisoner of war camps and in rescuing Allied airmen. This neglected part of Hong Kong's war is Chan Sui-jeung’s topic in this pioneering book informed by his many contacts with participants in the guerrilla warfare. The guerrilla group usually described as the East River Column gathered momentum in 1937 after China and Japan embarked on full-fledged war. Chan reports on its precursors and the formation of more formal structures that provided the basis for the guerrilla activities in Hong Kong between 1941 and 1945. Just as the guerrilla's story starts before the Second World War, so it goes on after 1945 and is entwined with the civil war and the establishment of the People's Republic of China. An important and valuable part of this book recounts how the leaders of the East River Column fared in the period up to and after the Communist victory. The book also sheds new light on the struggle between the Guangdong party members and the cadres from the north and "the problem of Guangdong" as it was characterized by Mao Zedong. This book thus finally gives due prominence to the role of the Chinese guerrillas in Hong Kong during the war, while at the same time setting that struggle into the broader contexts of Guangdong province, the long war between China and Japan, and the victory of the Communists and the early years of their rule in the South.

The competitive edge of these countries has in turn been rooted in the mobilization of a low-cost, disciplined, and productive workforce. This study seeks therefore to explain how East Asian governments and employers have attempted to manage this workforce. It also explores the extent to which workers are able to challenge management decisions and insert working-class agendas into public policy. Beneath the Miracle moves beyond current explanations for the weakness of East Asian labor movements which emphasize Confucianist culture, material welfare gains, and political repression. It shows that the organizational capacity of workers has been more fundamentally undercut first by the nature of emergent East Asian employment systems, and second by the sequencing of developmental change, with political controls preceding rapid industrialization and preempting political and union organization of the growing industrial workforce. Deyo undertakes an incisive cross-national comparison of employment systems and explores anomalous situations, such as that in Hong Kong, where labor is politically weak even under minimal state controls, and that in South Korea, where labor is in a stronger position despite far stricter regulation.
