Book excerpt: It was explained in the previous digest that in the Netherlands and France there is no direct involvement by central government in building control and that the Agrement system (now modified in France to 'avis techniques') is used to appraise innovations. Also, in these two countries where product approvals are not closely integrated with centrally directed procedures, procurement procedures by public clients are prominent. By contrast, in the German Federal Republic, Sweden and Denmark, now to be considered, product approvals are closely linked with building control. In effect, the building authorities are responsible for checking that products meet the requirements of the building law, and any other legal requirements. It is a coherent system in which the approval of new products is only one aspect; there is also much emphasis on quality control. The term 'general approval' is applied to the procedure by which the central authority issues a statement that a particular product type (usually, but not necessarily, a new product) complies with the requirements of the regulations, but only of the regulations. In this respect it differs from Agrement, which has a wider scope. General approval is an official licence that a product may be used, under defined conditions, and it is binding on the local building authorities. Quality control is normally a condition of general approval and may also be required for other products as a condition of approval to build. There are some differences between the three countries in the importance attached to quality control and in the details of procedure, but normally the manufacturer's production methods and his own 'internal' quality control methods must be checked or supervised 'externally-. This involves approving production, especially quality control methods, testing product samples and periodic checking of the factory test equipment; this is undertaken either by an official laboratory (the more usual arrangement for new products) or, for established product groups, by a quality control association set up by an industry group.
