Book excerpt: The employment impact of environmental policies is an important question for policy makers. We examine the effect of increasing the stringency of environmental policy across a broad set of policies on firms’ labor demand, in a novel identification approach using Worldscope data from 31 countries on firm-level CO2 emissions. Drawing on evidence from as many as 5300 firms over 15 years and the OECD environmental policy stringency (EPS) index, it finds that high emission-intensity firms reduce labor demand upon impact as EPS is tightened, whereas low emission-intensity firms increase labor demand, indicating a reallocation of employment. Moreover, tightening EPS during economic contractions appears to have a positive effect on employment, other things equal. Quantifications exercises show modest positive net changes in employment for market-based policies, and modest negative net changes for non-market policies (mainly emission quantity regulations) and for the combined aggregate EPS. Within market-based policies, the percent decline in employment in high-emission firms (correspondingly the increase in low-emission firms) for a unit change in a policy index is smallest (largest) for trading schemes (“green” certificates, and “white” certificates)—although stringency is not comparable across indices. Finally, the employment effects of EPS are not persistent.

Book excerpt: Environmental regulation in the United States stands accused of causing a broad array of undesirable economic consequences. It is said that environmental regulation is too expensive, reduces economic growth, hurts international competitiveness, and causes widespread layoffs and plant closures. Sometimes, it is said, it even forces businesses to flee to more accommodating countries. The view that environmental regulation seriously harms the U.S. economy is so firmly established that it has become the centerpiece in the series of attempts over the last few years to roll back the very rules that have produced such dramatic improvements in environmental quality. This article reviews the evidence that can be brought to bear to verify or refute these accusations. In all cases, these assertions do not stand up to a careful examination of the facts. First, we do indeed spend a considerable amount on environmental protection, but not as much as we do on health care and national defense - activities that may be of similar significance to many people. Second, we spend about the same amount in terms of GDP as do other nations at similar levels of development. Third, we gain enormous benefits from pollution control, so the issue is not really the cost of environmental protection, but the net benefits we receive. Finally, there is no evidence that U.S. environmental regulation causes large-scale plant closures and job losses, that it impairs our international competitiveness, or that it encourages companies to flee to nations with more lax environmental protection requirements.

Are the preferences of the poor towards a cleaner environment really different from those of the rich? Environmental economists have traditionally focused on efficiency issues. In their analyses the quality of the environment is usually related to aggregate or average variables, like per capita income; policy recommendations are usually formulated considering efficiency with no regard for equity and also the predicted effects of policies are evaluated in aggregate terms. The essays collected in this volume go into the problem of the relationship between environmental quality and income distribution. The book’s opening essay shows how different theories of economic growth and environmental quality seem to suggest that the higher the level of income the higher is the value of environmental protection. The essays that follow, a mix of already published papers and of papers solicited for this book, analyse the relationship between environmental quality and income distribution from different perspectives (both micro and macro) and on the basis of more than one methodology. This book highlights that the preferences of the poor towards a cleaner environment may differ from those of the rich, but income is also very likely to represent only one factor affecting them. The essays consider other relevant factors affecting preferences for environmental quality. What clearly emerges is that the distribution of costs and benefits of environmental policies is the key for their successful implementation, and that further research is needed to both address the distributional effects themselves and the strategies to mitigate them.

Since the authors, like most people, care about the environment and, as professional economists or political scientists, have some expertise to offer in the area of policy-design, it was not always easy for them to keep on the intended track. Whereas they knew that it is unusual to follow a strictly empirical approach in such a 'practical' field as environmental policy, they discovered only during the effort what kind of difficulties would be encountered. Moreover, they learned that it is sometimes necessary to reason normatively in order to catch essential features of empirical reality. As it turns out, moral notions cannot entirely be neglected in political life. The predominance of homo economicus is not absolute. We feel that the effort has been worthwile and deserves to be repeated and expanded.
