Download or read book Housing and Neighborhood Dynamics written by John F. Kain and published by Harvard University Press. This book was released on 1985 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book assesses the effects of spatially concentrated programs for housing and neighborhood improvement. These programs provide direct assistance to low-income property owners in an attempt to arrest neighborhood decline and encourage revitalization. The authors used the Harvard Urban Development Simulation Model (HUDS) in evaluating these programs. HUDS, a large-scale computer model, represents the process of housing rehabilitation, the production and consumption of housing services, household moving decisions, and other determinant of neighborhood change. The model simulates the behavior of approximately 80,000 individual households in two hundred residential neighborhoods of various quality levels. Unlike more aggregate models of urban development, HUDS has the capacity to identify how specific housing policies affect individual households as well as particular neighborhoods. Since program evaluations are no better than the models on which they are based, the authors provide sufficient detail to permit those readers primarily interested in the policy analysis to assess the methodology and to understandhow the policies are represented in the model; a more technical discussion of the model is then presented in appendixes. Although the simulations focus on policies that induce central-city property owners to upgrade their properties and thus stimulate revitalization, many of the authors' findings are relevant to larger issues of urban development. For example, the analysis of how housing rehabilitation subsidies affect the investment behavior of nonsubsidized property owners provides insights about the link between initial upgrading and sustained neighborhood improvement. The analysis also demonstrates how differences in location, household, and housing stock characteristics affect a particular neighborhood's responsiveness to a common policy initiative.

This book was released on 2018-08-11 with total page 227 pages. Available in PDF, EPUB and Kindle. Book excerpt: Chronic homelessness is a highly complex social problem of national importance. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Book excerpt: As an evidence-based practice, Housing First has not only been proven to be successful in ending homelessness, but is also embraced as the most cost-effective solution. Today, the Housing First model is being implemented in hundreds of communities across the United States, Canada and Europe. As the model evolves one thing remains constant: Housing First ends homelessness. Housing First is simple: provide housing first, and then combine that housing with supportive treatment services in mental and physical health, substance abuse, education, and employment.Housing First details:solid, actionable information about the program's philosophy, operations, and administrationthe composition, staffing structures, and day-to-day operations of the clinical and support servicespractices in client assessment and engagementproperty management operationsthe best protocols for assisting clients with the search for housing, relationships with landlords, and the overall "settling in" processthe research evidence for the effectiveness of the Pathways modelThe Pathways model has been remarkably successful in ending chronic homelessness. Since its founding, housing retention rates have remained at 85 – 90 percent even among individuals who have not succeeded in other programs. Not only is Housing First effective at keeping people housed and working toward recovery, it has also proven to be incredibly cost-effective.

Book excerpt: Picture your downtown vacant, boarded up, while the malls surrounding your city are thriving. What would you do? In 1974 the politicians, merchants, community leaders, and business and property owners, of Ithaca, New York, joined together to transform main street into a pedestrian mall. Cornell University began an Industrial Research Park to keep and attract jobs. Developers began renovating run-down housing. City Planners crafted a long-range plan utilizing State legislation permitting a Business Improvement District (BID), with taxing authority to raise up to 20 percent of the City tax rate focused on downtown redevelopment. Shaping a City is the behind-the-scenes story of one developer’s involvement, from first buying and renovating small houses, gradually expanding his thinking and projects to include a recognition of the interdependence of the entire city—jobs, infrastructure, retail, housing, industry, taxation, banking and City Planning. It is the story of how he, along with other local developers transformed a quiet, economically challenged upstate New York town into one that is recognized nationally as among the best small cities in the country. The lessons and principles of personal relationships, cooperation and collaboration, the importance of density, and the power of a Business Improvement District to catalyze change, are ones you can take home for the development and revitalization of your city.
