The imperatives for West African unification today can be seen in much similar vein when on July 1, 1706 the Queen of Scotland, Queen Anne expressed similar significant sentiments to the Scottish Parliament urging the unification of Scotland and England. The outcome of this unification unleashed a period of sustained political, economic and industrial development unparalled in the annals of English history. It sparked the impetus to the great Industrial Revolution and emboldened England to usher in a period of global colonization, which led the United Kingdom to rule the waves and maintained colonial enclaves around the globe. Today, despite the efforts of Nicola Sturgeon, Scotland's First Minister and her Scottish National Party; mediocre referendum to leave the Union of the United Kingdom, millions of her people are yet not persuaded to leave the union, because of the solid benefits and numerous advantages of the union. Indeed, a united West Africa will become less dependent on outsiders because the unification will dramatically increase the strength, richness of the West African periphery, and will be able to resist the encroachment of all her enemies.

Book excerpt: This monograph highlights the necessity for taking preventive measures in the form of peace-building as a sustainable and long-term solution to conflicts in West Africa, with a special focus on the Mano River Union countries. Apart from the Mano River Union countries, efforts at resolving other conflicts in say, Guinea Bissau, Senegal, C'te d'Ivoire and Nigeria, have suffered from a lack of attention on the post-conflict imperatives of building peace in order to ensure that sustainable peace is achieved. Given the often intractable and inter-related nature of conflicts in this region, it argues for the need to revisit the existing mechanisms of conflict resolution in the sub-region with a view to canvassing a stronger case for stakeholders towards adopting the peace-building strategy as a more practical and sustainable way of avoiding wars in the sub-region. Peace-building in consonance with its infrastructure is a more sustainable approach to ensuring regional peace and stability and, therefore, ensuring development for the peoples of West Africa. Dr Osita Agbu is currently a Senior Research Fellow at the Nigerian Institute of International Affairs, Lagos. His areas of specialization include Peace and Conflict studies, Governance and Democratization and Technology and Development. He was until recently, a Visiting Research Fellow at the Institute of Developing Economies, Chiba, Japan.

Book excerpt: The early twenty-first century witnessed remarkable attempts by Africa's political leadership to promote regional integration as a means of fast-tracking economic progress, facilitating peace and security, consolidating democratic gains, and promoting the general welfare of the African people. The transition of the Organization of Unity (OAU) to the African Union (AU), as well as the foisting of a new economic blueprint for the continent-the New Partnership for Africa's Development (NEPAD), combined with the growing role of the regional economic communities (RECs) in harmonizing and creating subregional norms and standards in the political and economic arena suggests a new trend towards regionalism in Africa. Indeed, in the new regional integration architecture, the RECs are considered to be the building blocks of the integration process led by the African Union. This new impetus of a regional development strategy was largely prompted by the slow pace of economic progress on the continent, the increasing marginalization of Africa in the global economy, and the need to create regional resources and standards that would benefit the continent in all spheres of social life. A painful realization became obvious that small micro-states in Africa sticking to their political independence and sovereignty would hardly make much progress in an increasingly globalised world. A macro-states' approach of regional integration has assumed Africa's new strategy to intervene in and integrate with a globalizing world. The current regional trend in Africa has received very little scholarly attention especially in a systematic and comprehensive way. This is due partly to the fact that the processes are currently unfolding and there is still uncertainty in the outcomes. Poor documentation and the dearth of primary materials (especially from the regional institutions) also contribute to the lack of scholarly work in this area. This study assembles the voices of some of the most seasoned African and Africanist scholars who have constantly, in one way or another, interacted with the integration process in Africa and kept abreast of the developments therein, and seeks to capture those developments in a nuanced manner in the economic, political and social spheres. The essence of this book is to analyze those processes--teasing out the issues, problems, challenges and major policy recommendations, with tentative conclusions on Africa's regional development trajectory. The book therefore fills major knowledge and policy gaps in Africa's regional development agenda. This book is a landmark contribution in a systematic attempt to comprehend Africa's regional development strategy led by the African Union. It examines the background, nuances, and dimensions of the process, which include the basis and historiography of pan-Africanism, the transition of the OAU to the AU, the issue of popular participation in development, the NEPAD and APRM initiatives, the evolving regional peace and security architecture, and the efforts of regional institutions to facilitate democracy, human rights, rule of law and good governance on the continent. Book excerpt: The most recent Ebola epidemic that began in late 2013 alerted the entire world to the gaps in infectious disease emergency preparedness and response. The regional outbreak that progressed to a significant public health emergency of international concern (PHEIC) in a matter of months killed 11,310 and infected more than 28,616. While this outbreak bears some unique distinctions to past outbreaks, many characteristics remain the same and contributed to tragic loss of human life and unnecessary expenditure of capital: insufficient knowledge of the disease, its reservoirs, and its transmission; delayed prevention efforts and treatment; poor control of the disease in hospital settings; and inadequate community and international responses. Recognizing the opportunity to learn from the countless lessons of this epidemic, the National Academies of Sciences, Engineering, and Medicine convened a workshop in March 2015 to discuss the challenges to successful outbreak responses at the scientific, clinical, and global health levels. Workshop participants explored the epidemic from multiple perspectives, identified important questions about Ebola that remained unanswered, and sought to apply this understanding to the broad challenges posed by Ebola and other emerging pathogens, to prevent the international community from being taken by surprise once again in the face of these threats. This publication summarizes the presentations and discussions from the workshop.

This discourse is without borders, as it has seen experts from all over the world share their thoughts with respect to this issue. Why is west Africa an important region in global politics and why has immense international attention with respect to her fiscal decisions raised eyebrows? The idea of a Monetary Union as canvassed by the Economic Community Of West African States (ECOWAS) through her various institutions and the proposed Launch of the 'Eco', which was recently adopted as the name for the proposed currency, at the 55th Ordinary Session of the Heads of State and Government of ECOWAS, is one of the reasons for this international attention. ECOWAS will not be the first to float a Monetary Union, as there are other regions of the world with various forms of monetary union. Analysts have argued that west Africa does not need a Single Currency, stating that there are other ways by which the region can meet its intended goal without having to float a uniformed currency regime. Others have argued that it is imperative that a monetary union be launched as soon as possible if the sub-region is to indeed achieve maximum integration of its people and shake off completely, the shackles of Colonialism.The purpose of this article is to examine whether,given the current political and economic realities, the west African sub-region needs a monetary union, while pointing out the importance of a monetary union for the region, with recommendations for policy framers. All these are imperative if indeed the benefits accompanying a monetary union vis-à-vis a single currency,are to be effectively harnessed by west Africa.
