To this he made many subsequent improvements, and acquired additional patents. In 1778, the notorious Thomas Paine pro posed the application of steam in America and in 1807, Robert Fulton, a native of Pennsylvania, started a small steam-boat on the Hudson river. The progress of this vessel through the water scarcely exceeded five miles an hour. Fulton had medi tated on the experiment since 1793 but although he claimed to be the first who applied water-wheels to the purposes of steam navigation, most assuredly he was not the inventor. Yet he has often been so called, as in naming the new world, Amerigo Vespucci has supplanted Columbus to whom the lawful parent. Age belongs. Mr. Millar, of Dalswinton, in Dumfriesshire, a Scotch gentle man of good family and fortune, and with a mind devoted to mechanical inquiry, expended many years, and many thousands. The loss on board the Cleopatra, for the same reason, amounted to only two seamen killed and one wounded. The Topaze was tolerably struck in the hull, especially about the bows, and had, as acknowledged by her officers, 12 men killed and 14 wounded, out of a complement, including 100 soldiers, of about 430 men. One-third of these, when the frigates surrendered, took to the water; and several must have been drowned, or killed by the Jason's shot, in attempting to reach the shore. The Topaze, the same that, in July 1805, captured the Blanche, l was added to the British navy under the name of Alcmene, a Topaze being already in the service. But to avoid, as far as possible, the' confounding Naval History with these Memoirs, it was found expedient, to place them at the end of every reign and the greatest attention possi ble has been bestowed, to prevent any' name; cessary repetition, or intermixing such circum stances ot' their lives, as had no connection with the character in which they are here con sidcred.
