To what extent are Cambodia’s social protection instruments able – or likely – to address current and future livelihood challenges? How does fiscal policy affect social protection objectives? This review provides a contribution to the ongoing policy dialogue on social protection, sustainable growth and poverty reduction. It includes four chapters. Chapter 1 is a forward-looking assessment of Cambodia’s social protection needs. Chapter 2 maps the social protection sector and examines its adequacy. An investigation of the distributive impact of social protection and tax policy is undertaken in Chapter 3. The last chapter concludes with recommendations for policy strategies that could support the establishment of an inclusive social protection system in Cambodia, as envisaged by the SPPF.

Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

Subsequently, growth rates revived, but the fruits of growth have not been evenly distributed and inequality has risen. Behind this trend lie deeply entrenched forms of poverty and social exclusion as well as new forms of vulnerability resulting from the liberalisation of markets and growing exposure to the global economy. This volume deals with issues of poverty, vulnerability and social exclusion in the Asian context. The articles deal with different groups of vulnerable people, exploring some of the characteristics of vulnerability in different contexts, and reflecting on appropriate policy responses. Collectively, they emphasise a broad-based systemic approach to the problems of vulnerability and insecurity, where social protection needs to be ‘rescued’ from its dominant current conceptualisation as a response to risk and crisis, and instead be integrated into the mainstream of development policy. This book will interest scholars of economics, politics, development studies, development economics, sociology, social policy, and South Asian studies.
