The study found that China's defense sectors are designing and producing a wide range of increasingly advanced weapons that, in the short term, are relevant to a possible conflict over Taiwan but also to China's long-term military presence in Asia. Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Other topics cover policy toward Latin America Africa, China, and Southeast Asia. The book is also a history of the Defense Department, including the continual development of the All-Volunteer Force and the organizational changes that saw improved policy formulation and acquisition decisions. Book excerpt: The Naval War College has expanded its expertise in the Asia-Pacific Rim region in recent years largely in response to the growing significance of the region to U.S. national security. The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan. Although we expect that wise diplomacy and national self-interest will prevent a reoccurrence of similar difficulties in the coming decades, there is no substitute for military preparedness and well-thought-out international and regional strategies for dealing with the important region. The Naval War College Press has done its part in providing its readers with many excellent articles on regional security in Asia in the Naval War College Review; an important book—Jonathan Pollack, editor, Strategic Surprise? U.S.-China Relations in the Early Twenty-first Century (released March 2004); and now Newport Paper 22. Professor Lyle Goldstein of the Strategic Research Department of the College's Center for Naval Warfare Studies has been at the forefront of recent research into China's future. In this project he has guided a handful of naval officers through the puzzle of China's ongoing nuclear modernization programs. With the able assistance of Andrew Erickson, these sailor-scholars have examined various aspects of nuclear modernization from ballistic missile defense to nuclear command and control. In general the chapter tells a cautionary tale; the progress of China's nuclear modernization documented here should give pause to those inclined to dismiss China's military modernization. Steadily and with relatively little attention the People's Republic continues to improve its technologies and weapons systems. As the authors emphasize, no “Rubicon” has been crossed, but potentials are already apparent that, if realized, the U.S. Navy as now constituted would find challenging indeed.

Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Book excerpt: To help the U.S. Air Force assess the resources the government of the People's Republic of China is likely to spend on its military over the next two decades, this study projects future growth in Chinese government expenditures as a whole and the military in particular, evaluates the current and likely future capabilities of China's defense industries, and compares likely future Chinese expenditures on defense with recent expenditures by the United States and the U.S. Air Force. Although economic growth in China is destined to slow, output will still triple by 2025. In addition, government reforms hold the promise of improving the weak performance of China's defense industries. Although the researchers' high-end forecast of military expenditures is based on the assumption that the Chinese government would be able to spend 5.0 percent of GDP on defense, they believe that pressures within China to increase social spending on health care, pensions, education, and the environment, coupled with the costs of paying the Chinese government's liabilities, make it more likely that military spending will not rise above 2.3 percent of GDP. Using a combination of projected market and purchasing power parity exchange rates, the authors forecast that Chinese military spending is likely to rise from an estimated $69 billion in 2003 to $185 billion by 2025-approximately 61 percent of what the Department of Defense spent in 2003.
