Thank, Mr. Chairman, Members of the committee. My name is Daniel Lashof. I am a Senior Scientist with the Natu ral Resources Defense Council. In summarizing my written testimony, I would like to focus on specific recommendations for improving and rewriting the Bush ad ministration's National Action Plan to produce an acceptable plan to deal with the problem of global warming. But before turning to that, let me say a few words about the scientific basis for taking action on global warming. My written statement quotes at length from a summary of the science prepared by the Bush administration, and while we strong ly disagree with the climate policies of that administration, I do be lieve that they presented a fair assessment of the science. The problem with the Bush administration was that they failed to act on their own assessment of the science, and so I would commend members of the committee to that summary of the science on global warming, which does, I believe, represent, as it states, the view of the vast majority of the climate scientists on global warming.
