The Government of India's stated objective is to replicate "Assam-like" changes to citizenship across the country. The Hindu nationalist Bharatiya Janata Party-led central government's pilot implementation has centered on the state of Assam in Northeast India since 2019, with dire impact on its sizeable Muslim population. Majoritarian nationalists claim that various Muslim communities residing in India are in the country "illegally," and are not Indian. The modalities for safe harbor that apply to other communities exclude Muslims. In particular, Bangla-descent Muslims are fabricated as "foreigners" and "outsiders," are the primary targets. If Bangla-descent Muslims of Assam are not Indians, then who are they? Hindu nationalists claim that various Muslim communities residing in India are in the country "illegally," and are not Indian. Bangla-descent Muslims who fail to meet the government's demands to prove their citizenship are faced with the threat of expulsion, exile, and statelessness.Through applied research and methodical analysis, the report spotlights the illiberal citizenship movement ignited by majoritarian forces focusing on two intersecting chronologies: the exclusionary amendments to the law and the implosive situation on the ground that collectively stands to render swathes of citizens effectively stateless. The report identifies communities that are subject to discriminatory treatment. It chronicles the voices, lives, and torment of numerous targeted individuals, including victimized-survivors who have been declared "foreigners" in Assam, separated from their families and detained, and family members of suicide victims, together with summary analyses of cases before the appellate body. The report brings into focus how the laws and policies reordering Indian citizenship are fortifying legal discrimination based on religion, and the impact on vulnerable communities. The report's emphasis on Assam and Bangla-descent Muslims is prognosticative. The report contends that the "citizenship experiment" signals the advance of inestimable, gendered violence and prospective statelessness that stand to devastate millions of lives.

Her body remained hung on the fence as a warning to those who illegally crossed an international border. Migration to India from the current geographical and political entity called Bangladesh is more than a century old and had begun long before the nation states were created in South Asia. Often termed as ‘foreigners’ and ‘infiltrators’, Bangladeshi migrants such as Felani find their way into India for the promise of a better future. Post 1971, there has been a steady movement of people from Bangladesh into India, both as refugees and for economic need, making this migration a complex area of inquiry. This book focuses on the contemporary issue of undocumented Bangladeshi migration to the three Indian states of Assam, West Bengal, and Delhi, and how the migrants are perceived in light of the ongoing discourses on the various nationalisms in India. Unlike the communal “riots” in the other parts of India from the 1980s to 2000s, this was an incident which took place in rural areas. The attackers were part of the indigenous tribal population, and Assamese Hindus of lower strata. The Nellie Massacre of 1983 is an attempt to search for clues from the narratives of attackers and survivors of the incident, which are fragmented and sometimes contradictory to each other. The key focus of the book is on the local decision-making processes of the riot agents in deciding to use collective violence against another group/community/ethnicity especially in the context of rural India. By using the case study of the Nellie massacre, the author attempts to argue that rioters have their own agency and decision-making power, and were not mere puppets of ideology and structural causes. Instead, they interpreted the circumstances in their own way and decided to riot.
