The book provides an interpretation and analytical study of Tooke’s political economy from the standpoint of the classical tradition. This enables a demonstration of how his constructive contribution throws a new light on monetary thought in this tradition.

Book excerpt: The leading theorist of the banking school, the main author of the monumental six-volume History of Prices (1838-1857) and the author of the brilliant pamphlet, An Inquiry into the Currency Principle (1844), Thomas Tooke (1774-1858) can be rightfully counted among the most prominent figures in English nineteenth-century monetary thought. Aside from an impressive number of writings, Tooke gave evidence to ten parliamentary committees concerned with various economic policy issues between 1819 and 1848. But despite Tooke's considerable contribution, the literature is bereft of a comprehensive survey of his life and work. This paper endeavours partially to fill this void in the literature, by providing a biographical sketch of Tooke together with a chronological survey of all his contributions to political economy. In particular, the paper shows how most of Tooke's writings were motivated by debates over economic policy issues.

Book excerpt: In the 1840s Thomas Tooke (1774-1858) developed novel monetary principles which formed the basis of the Banking School position. This article provides a systematic account of Tooke's banking school theory, central to which was his conception of 'endogenous money' and the causal relationship between the rate of interest, spending, and the price level. It is shown that in the context of 19th-century classical economics Tooke's banking school theory is much more coherent than has so far been appreciated in the literature. Indeed, it can be, and is, argued that Tooke's theory was a constructive alternative to the classicals' quantity theory of money.

Book excerpt: This paper examines the position of Thomas Tooke (1774{u2013}1858) on the issues at the centre of the Bullionist controversies, which occurred during the restriction of cash payments by the Bank of England in the period 1797{u2013}1821. It shows that Tooke was a strong supporter of resumption and the gold standard, but that from the beginning, his monetary thought significantly differed from that of the Bullionists. The paper shows that Tooke's explanation of price inflation and the depreciation of the paper currency as well as his assessment of the Bank of England largely supported the position of the anti-Bullionists against the Bullionists.

The paper shows that this conception of an quot;autonomousquot; rate of interest advanced by Tooke contributes to overcoming the long-run neutrality of monetary forces which has traditionally characterized economic theory within the framework of quot;modernquot; classical analysis.
