Book excerpt: Excerpt from The Modern Vernacular Literature of Hindustan I have been the more willing to exclude these last from our present consideration as they have been already exhaustively dealt with by Garcin de Tassy. I may add that by Hindiistan I mean Raj'putana and the valleys of the J amuna and of the Ganges as far east as the river Kosi, and that I do not include under that term either the Pa ab or Lower Bangal. The vernacular languages dealt with may roughly -be considered as three in number, Mar'wari, Hindi, and Bih ari, each with its various dialects and sub - dialects. One omission must be mentioned with regret. I have refrained from including the large number of anonymous folk - epics and of folk-songs (such as ja t'sdrs, and the like) current throughout Northern India. These can only be collected on the spot from the mouths of the people, and, so far as I am aware, that has only been systematically done in the province of Bihar. I have therefore, after some hesitation, determined to exclude all mention of them from the work, as any attempt to describe them as a whole could only have been incomplete and misleading. A comparative study of three centuries of English literature and media in India, this original and provocative book tells the story of English in India as a tale not of imperial coercion, but of a people’s language in a postcolonial democracy. Focusing on experiences of hearing, touching, remembering, speaking, and seeing English, Akshya Saxena delves into a previously unexplored body of texts from English and Hindi literature, law, film, visual art, and public protests. She reveals little-known debates and practices that have shaped the meanings of English in India and the Anglophone world, including the overlooked history of the legislation of English in India. She also calls attention to how low castes and minority ethnic groups have routinely used this elite language to protest the Indian state. It addresses recent formulations and debates regarding the status of regional languages of South Asia in relation to English. The authors explore the range of meanings the term has assumed and trace a history of contestation since the colonial age. They contend that though the ‘vernacular’ in South Asia has, since the nineteenth century, often operated as a hegemonic category relegating the languages thus designated to an inferior status, those languages (and other cultural formations labelled as ‘vernacular’) have also received empowering impulses and vested with qualities like groundedness and strength. The book highlights the need for a critical discussion of the notion of the ‘vernacular’ in the context of the ongoing rise of Anglophonia in South Asia as a whole and post-liberalisation India in particular. The volume will be of great interest to scholars and researchers of literary and culture studies, history, postcolonial studies, and South Asian studies.
