Book excerpt: The current discourse on mine closure is informed predominantly by industry and corporate perspectives and predicated by experiences of mainly mining companies that are based in developed countries where necessary planning frameworks and regulatory requirements are well-established. Mine closure planning, well promoted and accepted as good business practice in the global minerals industry, has been primarily technical and precautionary both in approach and focus. Planning, modelling and monitoring strategies incorporate comprehensive and detailed elements such as properties inherent in landforms, climate, geology, flora and fauna, among others. However, locality-based concerns that revolve around resource access and tenure, rights and entitlements tied to locality and indigeneity, labour recruitment, and other non-bio-physical elements are hardly examined. Any mine closure program that omits these elements is deficient and therefore ineffective. Social Terrains of Mine Closure in the Philippines, based on ethnographic research and archival materials, presents the varying experiences of three mines to demonstrate that the mine closure process is an intense locus for competition and compromises among various social actors. This book offers key messages for understanding the complex socio-cultural, economic, political, and business realities that make up the social terrains of mine closure, and will be of great interest to students and researchers in development studies, community development, business studies, anthropology, and sociology. It will also appeal to those working in the global minerals sectors and NGOs that engage in development work and advocacy for responsible mining.

Book excerpt: The archipelago of the Philippines is well endowed with nonferrous mineral resources, and in recent years the Philippine government, acting under the influence of the dominant and seemingly ubiquitous neoliberal development paradigm, has liberalized its mining laws in order to accelerate economic development. Yet the Philippines is also a country highly prone to a variety of natural hazards that have the ability to interact adversely with mining’s potential for environmental degradation. Thus there are great dangers inherent in pursuing such a development paradigm: earthquakes can destabilize tailings storage facilities, typhoons can flood tailings ponds, and mine-pit dewatering can enhance the competition for groundwater resources during droughts. This study explores how these hazards amplify the environmental harm prevalent in mining, and reveals the substantial threat posed to the livelihoods of the archipelago’s poor, as well as the inadequacies of the very institutions designed to protect their environment.

Corporate social responsibility programs are increasingly relied upon to manage company-community relations, yet conflicts persist in many settings, with significant costs for companies and communities. Exploring the many factors and drivers that characterize relationships among different actors within the sector, the volume contributes towards the development of practical wisdom, collective understanding, common sense, and prudence required for the mining sector and community partners to realize the economic potential and social and environmental responsibilities of non-renewable resource development. The book examines case studies from Canada, Scandinavia, and the Philippines, three regions amongst the world's top countries of mining operations. Drawing on their extensive experience in these regions, the contributors explore distinctive mining sectors in the Global North and South, the variation surrounding different types of extractive industries, and at different scales, and the legal processes in place to protect local communities. Common examples include copper used in electrical wiring and titanium used to make airplane frames and paint pigments. The Information Age has ushered in a number of new mineral uses in a number of products including cell phones (e.g., tantalum) and liquid crystal displays (e.g., indium). For some minerals, such as the platinum group metals used to make cataytic converters in cars, there is no substitute. If the supply of any given mineral were to become restricted, consumers and sectors of the U.S. economy could be significantly affected. Risks to minerals supplies can include a sudden increase in demand or the possibility that natural ores can be exhausted or become too difficult to extract. Minerals are more vulnerable to supply restrictions if they come from a limited number of mines, mining companies, or nations. Baseline information on minerals is currently collected at the federal level, but no established methodology has existed to identify potentially critical minerals. This book develops such a methodology and suggests an enhanced federal initiative to collect and analyze the additional data needed to support this type of tool.
