There followed a series of maneuvers and engagements as the two commanders jockeyed for position. The Mine Run Campaign constitutes one of these episodes and was conducted during the period 20 October 1863 to 2 December 1863. Little study has been devoted to this rather obscure campaign because of its relatively inconclusive results. However, the campaign does provide a unique opportunity to analyze the actions and thought processes of an army commander at the operational level of war. Since the Mine Run Campaign was Meade's first army level offensive operation, this paper is focused on his application of the Operational Art. To that end this study explores the factors that influence the development of the army commander's intent, the design of his campaign plan, and the execution of the campaign in combat operations.

Made Brigadier General at age twenty-seven, Hardin fought with distinction at Malvern Hill, Second Manassas, Gettysburg, Grant’s Overland Campaign, and the July 1864 Rebel raid on Washington. He was wounded four times, nearly died on two occasions, and lost an arm during the war. On one occasion, he was ambushed on a road by Mosby’s Men, one of whom may have been Lincoln conspirator Lewis Paine. Hardin himself took part in the hunt for John Wilkes Booth after Lincoln’s assassination. Though General Hardin’s mother skillfully played upon her friendship with the President and the First Lady to advance her son’s career, his gallantry and leadership in combat sufficed to earn him renown. Book excerpt: Major General George Meade took command of the Army of the Potomac on June 28, 1863. Three days later his army defeated the Army of Northern Virginia commanded by General Robert E. Lee. Meade pursued Lee for the remainder of the summer and failed to bring him to battle and defeat him. He allowed Lee to escape at Williamsport and failed to defeat him at Manassas Gap. Meade had three other opportunities; at Bristoe Station, Rappahannock Bridge, and Mine Run, to bring Lee to battle, but failed to take advantage of the situation to decisively defeat Lee. In this study, the factors affecting Meade's inability to bring Lee to battle are explored in an attempt to explain his reluctance to decisively engage Lee's army. Those factors included his lieutenants, the press and politicians, as well as Meade's own interpretation of the orders which placed him in command of the Army of the Potomac for a period longer than any other general.
