Such technologies are vulnerable to exploitation when exported, stolen, or lost during military missions. To identify critical technologies and help minimize these risks, DOD established the MCTL-a technical reference-as well as a compendium of worldwide emerging technologies. In 2006, GAO reported that the MCTL was out of date and not meeting users' requirements, and subsequently included the list as a key component of GAO's high risk area on protecting critical technologies. This report updates GAO's 2006 work and reviews the extent to which 1) DOD has addressed weaknesses in updating and maintaining the MCTL, and 2) agencies use the MCTL as a resource in identifying critical technologies. GAO reviewed laws, directives, and guidance, as well as documentation of DOD actions since 2006 to address MCTL concerns and interviewed officials from DOD and the Departments of Commerce, State, and the Treasury. This process involves a systematic, ongoing assessment and analysis of technologies to determine those that are critical to U.S. military forces. It assigns values and parameters to the technologies and covers the worldwide technology spectrum. Technologies are selected for the MCTL through the deliberation and consensus of Technology Working Groups (TWGs). TWG chairpersons continually screen technologies and nominate items to be added or removed from the MCTL. Working with an informal structure, TWG members who come from government, industry, and academia strive to produce precise and objective analyses across the technology areas. Part II of the MCTL is titled Developing Critical Technologies. Developing Critical Technologies lists technologies that will produce increasingly superior performance of military systems or maintain a superior capability more affordably. It focuses on worldwide technologies that will become available in the future for incorporation into U.S. weapons systems.

Major acquisitions in the Department of Defense Defense's (DOD) ongoing force transformation including manned and unmanned aircraft systems, networkcentric communications systems, and air and ground weapons rely on maintaining technological superiority. Failure to identify and protect critical technologies makes U.S. military assets vulnerable to cloning, neutralization, or other action that degrades current and anticipated capabilities. To help minimize these risks, DOD Dod's Militarily Critical Technologies Program developed and periodically updates two lists of technologies the Militarily Critical Technologies List (MCTL) and the Developing Science and Technologies List (DSTL) each consisting of 20 sections. These lists are primarily intended to inform U.S. export control decisions, but can also help inform counterintelligence activities, research plans, and technology protection programs. As such, the MCTL and DSTL are considered fundamental to identifying technologies critical to national security that can help inform decisions to ensure U.S. technological advantage for the warfighter. Redefined national security threats, rapid technological advances, and increasing efforts by adversaries to gain access to U.S. military weapon system technology heighten the need to identify and protect militarily critical technologies. Given the importance of the MCTL and DSTL, you asked us to (1) assess the Militarily Critical Technologies Program's process for updating the MCTL and DSTL and (2) determine how the lists are used to inform export control and DOD policy decisions.

Book excerpt: The objective of this effort was to review Air Force research and existing emerging technologies lists, to conduct interviews and analyze data in order to identify likely candidates for a Military Emerging Technologies Awareness List (METAL). A METAL was constructed, in consultation with AFOSR, based on original research and interview data. The contract effort consisted of 3 stages: 1) Preparation of a Preliminary Militarily Significant Emerging Technologies List (MSET) from 3 existing Air Force emerging technologies lists. 2) In-depth Interviews at 6 Air Force Laboratories covering 70 topical areas. Technologies were identified, based on criteria outlined in Stage 1, as Mature Technologies, Emerging Technologies, or MSETs. If technologies could be correlated to those in the Militarily Critical Technologies List (MCTL), they were designated as Militarily Critical Technologies (MCTs). Interviews provided discussion of a technology's military significance and sensitivity to public release, and 3) Assessment of Interview Results identified the preliminary METAL, and identified the importance of the interview process in ultimately determining the MSETs. Further efforts are to continue to identify, review, and finalize the Air Force METAL.
