The prosperity has enabled the Asia Pacific to take a much more prominent place in the world, and has spurred the rise of China as a great global power. This growth also has the potential to disrupt the equilibrium of the region. We are already seeing signs of this with the increased tensions in the East China Sea and the South China Sea. The combination of increased wealth and rising tensions is leading to an arms build-up in the region. These developments pose a deep dilemma for the nations of the region; how to preserve the basic conditions for continued prosperity. So there is a choice. Nations can continue the arms race, or they can seek new ways to preserve stability while recognising that the balance of power in the region is changing. This article proposes the progressive development of an inclusive security architecture that enables every nation to contribute to the stability of the region. It will not look like NATO; rather it will reflect the dynamics of the Asia Pacific. The achievement of this goal will provide the conditions to limit the growth of arms, and more importantly will preserve the peace and stability upon which billions of people depend for the security of their future.

These actions and China's lack of openness on military matters have raised questions about its intentions. GAO undertook a study of China's military modernization due to numerous, and often conflicting, reports of a military buildup in China. GAO's objectives during this study were to (1) assess the nature and purpose of China's military modernization, and (2) compare China's military modernization efforts with those of other Asian nations. GAO's work is intended to assist the Congress in decisions it faces concerning China and the region.

The Obama administration has announced a “rebalancing” of the U.S. military posture in the region, in reaction primarily to the startling improvement in Chinese air and naval capabilities over the last decade or so. This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.

Uncertainty about Beijing's intentions could thus beget a new, unpredictable arms race as states scramble to protect their interests. For the short term, however, governments are weighing up the question of how far their interests may be served by cooperating with China and trying to usher it into the role of a responsible global power, while hedging their bets with traditional alliances and military modernisation. This issue analyses China's inexorable rise from peasant society to economic powerhouse. In charting the line that Beijing has walked in building up its forces alongside its network of trading links to Asia and the US, it reveals the challenge that lies ahead for policymakers: namely, to follow China's development ever more closely, to determine whether it could come to see the costs of military conflict as outweighing the benefits of peaceful trade and economic growth.
