Book excerpt: The Metamorphosis of Leadership in a Democratic Mexico is a broad analysis of Mexico's changing leadership over the past eight decades, stretching from its pre-democratic era (1935-1988), to its democratic transition (1988-2000) to its democratic period (2000-the present). In it, Roderic Camp, one of the most distinguished scholars of Mexican politics, seeks to answer two questions: 1) how has Mexican political leadership evolved since the 1930s and in what ways, beyond ideology, has the shift from a semi-authoritarian, one-party system to a democratic, electoral system altered the country's leadership? and 2) which aspects of Mexican leadership have been most affected by this shift in political models and when and why did the changes in leadership occur? Rather than viewing Mexico's current government as a true democracy, Camp sees it as undergoing a process of consolidation, under which the competitive electoral process has resulted in a system of governing institutions supported by the majority of citizens and significant strides toward plurality. Accordingly, he looks at the relationship between the decentralization of political power and the changing characteristics, experiences and paths to power of national leaders.The book, which represents four decades of Camp's work, is based upon a detailed study of 3000 politicians from the 1930s through the present, incorporating regional media accounts and Camp's own interviews with Mexican presidents, cabinet members, assistant secretaries, senators, governors, and party presidents.

Systematic analysis of corruption is critical to a better understanding of the politics of Mexico, and despite the many conceptual and methodological obstacles, the importance of the subject matter demands treatment. Morris's work should therefore be seen not as definitive, but as an initial step in understanding a central dimension of Mexican politics. Corruption, as a topic of research, invites certain misunderstandings, as it is a broad concept conveying a variety of moral connotations. This inquiry into political corruption is not intended to depict the Mexican people or society as any less or more moral than others. The study draws on extensive content analysis of news reports from the Mexican press, a public opinion poll conducted in 1986, and personal interviews. The objective is not to expose scandals and wrongdoing by Mexican officials, name names, or point fingers; it is an academic endeavor. The author discusses scandals and gives examples of corruption for illustrative purposes, but his analysis is more theoretical than anecdotal. He questions whether in fact corruption has enhanced or diminished the stability of the Mexican government, and examines the reasons for the failure of many anti-corruption efforts.

Book excerpt: The industrialization process in Mexico began before that of any other nation in Latin America except Argentina, with the most rapid expansion of new industrial firms occurring in the 1930s and 1940s, and import substitution in capital goods evident as early as the late 1930s. Though Mexico’s trade relations have always been dependent on the United States, successive Mexican presidents in the postwar period attempted to control the penetration of foreign capital into Mexican markets. In Industry, the State, and Public Policy in Mexico, Dale Story, recognizing the significance of the Mexican industrial sector, analyzes the political and economic role of industrial entrepreneurs in postwar Mexico. He uses two original data sets—industrial production data for 1929–1983 and a survey of the political attitudes of leaders of the two most important industrial organizations in Mexico—to address two major theoretical arguments relating to Latin American development: the meaning of late and dependent development and the nature of the authoritarian state. Story accepts the general relevance of these themes to Mexico but asserts that the country is an important variant of both. With regard to the authoritarian thesis, the Mexican authoritarian state has demonstrated some crucial distinctions, especially between popular and elite sectors. The incorporation of the popular sector groups has closely fit the characteristics of authoritarianism, but the elite sectors have operated fairly independently of state controls, and the government has employed incentives or inducements to try to win their cooperation. In short, industrialists have performed important functions, not only in accumulating capital and organizing economic enterprises but also by bringing together the forces of social change. Industrial entrepreneurs have emerged as a major force influencing the politics of growth, and the public policy arena has become a primary focus of attention for industrialists since the end of World War II.
